- Due to a significant competitive advantage and schedule constraints, the U.S. Army Engineering & Support Center, Huntsville, intends to issue a modification as a follow-on to contract DACA87-99-D-0006, a sole-source commercial item award to HY-TEK Ma nufacturing Company, Inc., 1998 Bucktail Lane, Sugar Grove, Illinois, to extend the ordering period for this contract through 16 December 2009. This requirement is for fabrication of various Simulation Equipment Test Hardware (SETH) and associated compone nts. This is a synopsis of intent to make a sole source, firm-fixed price, commercial items modification pursuant to FAR part 13.501, and is NOT a request for proposals. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The proposed contract action is for supplies or services for which the Government intends to solici t and negotiate with only one source under the authority of FAR 6.302(a)(2). SETH is used to avoid the hazards of working with actual chemical munitions. SETH will be used at various CONUS Army Chemical Demilitarization facilities for vendor testing and mechanical checkout, systemization and optimization testing, pre-operational inspection, maintenance during operations, training of operations and maintenance personnel, and demonstrations. In order to continue to meet our customers needs, this modificat ion must be issued by 16 Dec 2005. HY-TEK Manufacturing has been involved in SETH design and manufacturing for about 15 years for support of the Chemical Demilitarization program and is benefited by many lessons learned. HY-TEK is completely tooled to pe rform this work and will not require the normal start-up time necessary for a company unfamiliar with this specialized work and is also knowledgeable of the security requirements for the Government materials and related intrusion monitoring systems. The c ontractor will establish a Government approved quality control, and item identification/tracking system that can be spot checked by the Contracting Officers Representative (COR) during the munitions fabrication/modification and delivery process. Areas of expertise needed shall include: A direct knowledge of: SETH product design, SETH product engineering support, SETH technical support and documentation, Stockpile Chemical Weapon design, materials and fabrication techniques; Chemical Demilitarization faci lities, equipment, processing and testing; SETH manufacturing, quality, marking, painting, special packaging and; security related to manufacturing facilities, destination sites and transportation of SETH items. The contractor will be required to label, p ackage, and ship the completed items. Additionally, contractor must be capable of supporting rapid design and design changes of SETH items and able to provide accelerated or variable production schedules. Expertise must include corrosion control and prev ention, SETH preservation packaging, SETH conservation policy, SETH marking and labeling, SETH upload procedures. Contractor must have the ability to coordinate product improvements information from Demilitarization sites and other contractor personnel. S ETH items are limited production and tooling is not available. The Government can order single units up to limited quantities. Capabilities must include the ability to produce all of the following: Simulated M55 rocket, Simulated M23 land mine, Mine Comp onent Containers, Bulk Items including Simulated or Retrofitted: Ton Containers, MK94 Bomb, MC-1 Bomb, TMU-28 Spray Tank; SETH projectiles including: Simulated M121A1, Simulated M426, SETH M110, Simulated M360 and SETH M60, Simulated M2/M2A1 mortar. Capabi lities must also include the capacity to manufacture all accessory components including support cups, fuzewell cups, burster cases, simulated bursters, simulate d fuzes, felts, wax cores, gaskets, cardboard assemblies, training aids, specialty tools and all related support products. Manufacturing processes include: Forging, die-casting, machining, hydro-forming, metal extrusion, injection molding, deep metal draw ing, metal spinning, deep boring, large bore turning, compression molding, fiberglass fabrication, sheet metal fabrication, heavy plate fabrication, laser fabrication, laser marking, plasma welding, brazing, gluing, proportional liquid filling, press assem bly, painting, marking and special pallet fabrication. Rework and repair capabilities must include projectile body disassembly and reassembly, removal or repair of damaged areas or seized components, inert component uploading, cleaning, surface preparatio n and painting, press assembly, proportional liquid filling and hazardous material usage and disposal. Testing includes leak detection, pressure testing, failure testing, materials testing and mechanical testing. Government and contractor testing are requ ired on all final assemblies and components not previously qualified by the Government. Special test equipment and gauging is required (not supplied by the Government). Contractor must be able to demonstrate the ability to produce qualified SETH items in a short lead-time environment. The contractor must have been involved in SETH design and manufacturing in support of the Chemical Demilitarization program for at least 5 years. The contractor shall establish a Government approved quality control system t hat can be spot checked by the Contracting Officers Representative (COR) during the munition/fabrication/modification process. First Article Inspections will take place as required. The contractor must also be knowledgeable of the security requirements f or the Government materials and related intrusion monitoring systems. The contractor shall be responsible to participate in and lead Government training sessions concerning SETH. Deliveries will be F.O.B. Destination to various CONUS wide Chemical Demili tarization Facilities. Potential contractors must have minimum requirements to be able to produce the SETH items with the quality and delivery times required by the Government. The North American Industry Classification System code applicable for this ac quisition is 331111 and the small business size standard is 500 employees. This is a100% small business set-aside. Responses must be from Only small businesses that can identify and demonstrate their capability by submitting proposed credentials and qualif ications, past experience manufacturing SETH and any additional information indicating a bona fide ability to meet this requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition for future requirements. Telephone requests are not acceptable.
