Description
The Centers for Medicare and Medicaid Services (CMS) anticipates a cost plus award fee contract in support of CMS? Chronic Care Improvement-Information Management System (CCI-IMS). This existing system supports the activities of the Chronic Care Improvement Programs. This program provides for a disease management pilot program. The CCI-IMS supports all facets of the program, including storing claims, eligibility/enrollment, participation, audit, payment, performance, and other data. Additionally, it provides for a robust reporting system. The CCI-IMS is a relational database system, compliant with CMS architecture, which resides on the Medicare Data Communications Network. If CMS decides to issue a request for proposal, it will be an 8(a) set-aside. Please note that an approved accounting system is necessary for bidding on a cost type contract. In an attempt to improve the understanding of the CCI-IMS requirements, to allow potential offerors to judge whether or how they can satisfy the Government?s requirements, and to increase efficiency in proposal preparation, CMS is releasing the DRAFT Statement of Work (SOW) for this effort with this announcement. Attached is a copy of the Draft SOW CMS anticipates incorporating into the Request for Proposal (RFP). CMS anticipates a November 28, 2005 solicitation release for a Cost Plus Award Fee contract with an approximate two week transition period, a base year and four (4), one-year (1) option periods. Again, this is an 8(a) SMALL BUSINESS SET-ASIDE for which only 8(a) Small Business Concerns will be eligible to participate. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE CENTERS FOR MEDICARE AND MEDICAID SERVICES (CMS) TO AWARD A CONTRACT NOW OR IN THE FUTURE. THIS IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION.
