Description
This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources to satisfy the FAA's requirement for Maintenance, Support and Updates for a quantity of three Total Airport Airspace Modeler (TAAM) Software Licenses. This is not a solicitation announcement. The FAA is considering a set-aside procurement to a Small Socially and Economically Disadvantaged Business (SEDB 8a). The North American Identification Classification System (NAICS) code will be 443120 Computer and Software Stores, Size Standard $7.5. Interested parties should address whether they can fulfill the requirements through a relevant contract for the requirement. If so, specify the contract number and determination of it's relevance to the requirement. The TAAM is an air traffic simulation model used for decision support, planning, design and analysis. The TAAM software is commercial software originally purchased under DTFA06-98-C-50047 from Preston Aviation Solutions, 3901 Roswell Road, Suite 207, Marietta, Georgia 30062. Preston is the owner and developer of the software and has the source code, which allows them to perform the maintenance and develop enhancements. Under DTFA06-98-C-50047, Preston developed the TAAM software product, and owns and controls the copyright and all other intellectual rights subsisting in TAAM. TAAM is primarily written in C++ with some Java components. It is built on Solaris 9 and Rehat Enterprise 3 platforms, using the standard development tools of those platforms, and is compiled with gcc (GNU compiler). This requirement is for the maintenance of this software. There is no Government Furnished Equipment (GFE) provided. The services provided under this requirement are updates of TAAM Software, telephone consultations, assistance and advice on TAAM Software usage from 9:00am to 5:00pm each business day. The vendor shall participate in the worldwide TAAM user group; make TAAM Software corrections and periodic customer site visits. The services shall be provided on a fixed price basis and the period of performance is January 1, 2006 - December 31, 2006. The anticipated value is between $100,000.00 - $116,000.00. A technically acceptable offer and low price will be the method of contractor selection. Any party capable of satisfying this requirement is invited to respond. Interested parties should submit a capability statement that demonstrates the firm's ability to satisfy the requirements described above. Standard company brochures and literature are not considered an adequate response. Responses to this sources sought notice must contain the following information: a. one-page capability statement demonstrating your ability to satisfy the requirements summarizing your relevant prior work including a brief description of your quality control processes. You should also include a corporate summary and provide your company's website URL. The paper size should be 8 1/2 x 11 and the font size 12. b. Identification of an appropriate contract vehicle available for use for this requirement, if available. c. Completion the attached business declaration form identifying your size status and NAICS. d. Small Business Administration Certification Letter verifying SEDB8(a) status. This notice does not commit the Government to award a contract based solely on the response to this notice. This announcement is issued to determine available sources, therefore there is no solicitation. The Government will not reimburse the costs associated with responding to this announcement. Interested Businesses meeting the criteria stated above may submit the requested information by email by November 17, 2005 at 12:00 noon eastern standard time to Katherine M.
