- This is a Request for Information: This is the third attempt to award a contract for the Navy. Attached is a revised draft of the Performance Work Statement for Rotary Wing Air Transportation Service for Navy VIPs at Norfolk NAS VA. Please review and provide your comments. The PWS has been changed to reflect two 6 seat aircraft and must be housed off-station. QUESTION (1) Is it commercial practice to house aircraft off-station? (2) Should costs for hangar space be included in the monthly price or a separate line item? (3) Are the type of a/c requested availble in the commercial marketplace? DRAFT PWS: The contractor shall provide rotary wing executive transportation services for 6 passengers with a seating arrangement to accommodate four (4) VIPs, and two executives, and a second helicopter for 6 passengers with a seating arrangement to accommodate four (4) VIPs and two (2) executives, carrying not more than 25 pounds of baggage per passenger for each aircraft. Such services shall be supplied Monday through Friday, 24 hours a day, with a 24-hour prior notice to fly on the weekend and holidays as required by Commander Fleet Forces Command (CFFC). Flights will be scheduled Monday through Friday, as requested and approved, with the exception of Government holidays. Example of the flight schedule: Morning departure at 0645 from Norfolk with arrival in Washington D.C. to drop-off and pick up passengers with an immediate return to Norfolk; afternoon departure at 1530 from Norfolk and return to Washington D.C. to pickup morning travelers and return to Norfolk. Services shall be available 24 hours per day, seven days per week, 365 days per year, with 85% of services required between 6:00 A.M. and 5:00 P.M. Monday through Friday. The contractor will ensure an aircraft is available to perform an unscheduled mission within 4 hours after notification is provided Monday through Friday. Weekend and holiday services will be scheduled 24 hours prior to commencement of event. Flights will primarily originate in front of the VIP Terminal North Side Chambers Field or at the CFFC Helo pad. Flights shall be conducted to the following sites, but are not limited to such: Pentagon helo pad (VFR only) Andrews Air Force Base Bolling Air Force Base JTASC in Suffolk *Little Creek/Dam Neck Amphibious Base Oceana Naval Air Station *Newport News Shipbuilding *U.S. Naval Academy Marine Corps Base Quantico Fort McNair Fort Meyer Applied Physics Lab Anacostia Fort Belvoir Marine Corps Base Cherry Point and New River Special Requirements: 2.8.1. Aircraft shall be capable of operating with JP-5 fuel. Purchase of petroleum products by the contractor at any military base for use in performing services hereunder shall be in accordance with DoD 4140.25M and Federal Acquisition Regulation (FAR) Part 51. If available, petroleum products will be furnished to the contractor at the Defense Energy Support Center (DESC) standard price. A fuel purchase agreement with DESC is required for credit sales. Contact DESC, Fuels Branch, telephone (210) 925-4887. 2.8.2 The aircraft shall be capable of providing electrical power without external power: (1) able to ground restart without external electrical power source (2) maintain ambient lighting without the rotors engaged during loading/unloading. 2.8.3. Aircraft shall have a means to determine flight time (i.e., Hobbs meter or equivalent system). 2.8.4. The VIP seats in the aircraft will have a lap table for each occupant to conduct work. 2.8.5. The contractor shall provide a means for providing hot and cold drinks. 2.8.6. The aircraft shall provide a minimum two electrical 110vac supply outlets with two plug receptacles located in vicinity of VIP seats to enable the operation of laptop computers without specialized equipment. 2.8.7. Aircraft shall have a Global Positioning System (GPS). This system shall be specifically designed for aircraft installation with an approved fixed aircraft antenna and capable of flying GPS instrument approaches in addition to providing up-to-date location information for the duration of flight. 2.8.8. A non-loud -speaker communication system between cabin occupants and pilots shall be integrated into the aircraft as part of the intercommunication system (ICS). 2.8.9. A Radar Altimeter (RADALT) with associated audio and visual alarms for height over ground is required along with an Enhanced Ground Proximity Warning System (EGPWS), Terminal Collision Avoidance System (TCAS) and weather radar capability. 2.8.10. One Underwater Acoustic Beacon (pinger) is required. 2.8.11. An emergency egress plan in accordance with Federal Aviation Agency standards. 2.8.12. Helicopter shall be capable of safely taking off and landing at thirty-four (34) degrees Centigrade outside ambient temperature at sea level. 2.8.13. The contractor shall be required to conduct day and night flight operations under Visual Meteorological Conditions (VMC) or Instrument Meteorological Conditions (IMC). The aircraft shall be capable of operating alone or in conjunction with other commercial, public, or military aircraft. 2.8.14. Aircraft shall be capable of Instrument Flight Rules (IFR) to include flight time to a divert field. SECURITY REQUIREMENTS. 5.2.1. The offeror must possess, or acquire prior to award of a contract, a facility clearance stated on the Contract Security Classification Specification (DD Form 254) attached to this solicitation. 5.2.2. Upon contract award, security clearance applications for required personnel, which have not been submitted, shall be completed and submitted in accordance with DOD 5220.22M and instructions received from the cognizant Defense Industrial Security Officer (DISO), Defense Security Service (DSS). All required clearance actions shall be forwarded to the cognizant DISO. 5.2.3 Personnel designated by the contractor to perform duties specified as follows must possess a SECRET security clearance. 5.2.3.1. Contractor key personnel (see paragraph 5.1.3). 5.2.3.2. Pilots and aircrew. 5.2.4. Offerors shall operate from commercial aviation facilities meeting security requirements specified under USC title 49 Part 1544, ?Aircraft Operator Security. Contract period will be from date of award through 30 September 2006, and four one-year option periods, and a not-to-exceed six months extension under FAR 52.217-8. The monthly fee for dedicated air transportation at Norfolk NAS, VA is the minimum guarantee. Flying hours are estimated at 650 hours per year. To be awarded a contract under this solicitation, prospective offerors must satisfy all DOD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR, Part 861.3, and the DOD Additional Standards for Contract Passenger Operations under FAR Parts 29 and 135. These requirements exceed the FAA Part 135 standards in several areas.
