- THIS NOTICE IS TO ANNOUNCE THE SELECTION OF FIRMS INVITED TO PROCEED TO STAGE II OF THIS PROCUREMENT PROCESS AND SCHEDULE THE NETWORKING SESSION/INDUSTRY DAY. Following are the firms shortlisted for the Construction Manager as Constructor (CMc) Services for the New Federal Building and U. S. Courthouse in Tuscaloosa, AL: Caddell Construction Co. Inc., Eddie Stewart, 2700 Lagoon Park Drive, Montgomery, Al 36109, 334-272-7723; Gilbane, Paul Rooney 3550 Engineering Drive, Suite 150, Norcross, GA 30092, 678-282-7300; Skanska USA Building, Inc., John Reyhan, 70 Ellis Street NE, Atlanta, GA 30303; 404-659-1970; and Yates Construction, Donna McDurmont, 115 Main Street, Biloxi, MS 39530, 228-374-2858. On Wednesday, December 7, 2005, The United States General Services Administration (GSA), will conduct an Industry Day for prospective Small Business Subcontractors for the construction phase of the new Federal Building & U. S. Courthouse in Tuscaloosa, Alabama. The Industry Day, or Small Business Subcontracting Networking Session, will be conducted from 6:00 p.m. to 8:00 p.m. at the Tuscaloosa Department of Transportation Building, 1000 28th Avenue, Tuscaloosa., Alabama, 35401. The new Federal Building & U. S. Courthouse is to be constructed in downtown Tuscaloosa will consist of approximately 9,803 gross square meters (gsm) or 105,520 gross square feet (gsf) without parking and approximately 11,517 gsm or 123,970 gsf including 41 interior parking spaces. Upon completion the new Federal Building-Courthouse will provide space for multiple agencies including the United States District Court, United States Bankruptcy Court, United States Marshals Service, United States Probation Service, Social Security Administration and the Social Security Administration's office of Hearing and Appeals, Congressional Offices, and offices of the Federal Bureau of Investigation, and the United States General Services Administration. The Estimated Construction Cost (ECC) is approximately $30 to $40 million for the combined services (pre-construction and optional construction phase services). This Industry Day is intended to affirm GSA's recognition of the talent that exists in The Small Business Community and its commitment to opening a dialogue between that community and the construction firm that is selected for this project. The construction firm that is selected for this project will be required to submit a Subcontracting Plan prior to contract award demonstrating a commitment to awarding 39% of the dollars mutually agreed upon by the prospective awardee and the government within the following categories: Small Disadvantaged Businesses (including 8(a)) - 6%; Woman-Owned Small Businesses ? 5%; Hubzone Businesses ? 3%; Small Disabled Veteran-Owned Businesses ? 3%. Prospective Small Business Subcontractors will be given an opportunity to network with the selected prime construction contractor and to showcase their special talents and abilities as qualified subcontractors. It is anticipated that this Industry Day will assist the Prime Contractor in identifying qualified subcontractors to meet the subcontracting goals established for this project. However, GSA is not permitted by law to be a party to contractual relationships between potential Primes and Subcontractors; therefore any contracts that may be entered into as a result of this Industry Day will be strictly private arrangements between the interested parties based on perceived ability and need.
