GOVERNMENT PROCUREMENT SUBPART: SERVICES CLASSCOD: R--Professional, Administrative and Management Support Services -- Potential Sources Sought OFFADD: Naval Air Warfare Center Training Systems Division (NAWCTSD) 12350 Research Parkway Orlando, FL 32826-3275 SUBJECT: R-- SOURCES SOUGHT - ENGINEERING, TECHNICAL AND LIFE CYCLE SUPPORT SERVICES TO SUPPORT H-60/S-3B TRAINING SYSTEMS NAWCTSD ISEO AT NAS NORTH ISLAND SOL DUE 060405 POC Chris Williams, Code 2532, (407) 380-4989, Contracting Officer, Jane Waller DESC: The Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement for Engineering, Technical and Life Cycle Support Services for the H-60 and S-3B Training Systems located at the Naval Air Station North Island, San Diego, CA. This requirement is being solicited as a competitive procurement action pursuant to Section 8(a), of the Small Business Act [15 USC 637(a)] and FAR 19.805. For informational purposes only, the incumbent contractor for these services is Future Design and Engineering. NAWCTSD is soliciting information from potential 8(a) sources for engineering, technical and life cycle support services for the H-60 and S-3B Training Systems In-Service Engineering Office (ISEO), located at the Naval Air Station, North Island, San Diego, CA. This synopsis is for information and planning purposes and is not to be construed as a commitment by the government. This is not a solicitation announcement for proposals. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing the information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resulting solicitation for the requirement. The engineering, technical and life cycle support services will include trainer engineering and impact analyses; software and hardware design and development; software and hardware documentation maintenance and development; verification and validation; modifications and Engineering Change Proposals installation, integration and test; Project Management, Configuration Management and Quality Assurance; minor manufacturing; technical library maintenance and training systems life cycle support. The contractor will design, develop, fabricate, update, modify, acquire, install, integrate and test hardware and software modifications to) H-60 Training Systems (Devices 2F64C, 2F135 (Series), 14B51 (Series), 2F189 (Series), 2F195 (Series), 2F146, 14D3, and 14H9, Avionics Maintenance Trainer (AMT), Composite Maintenance Trainer (CMT), Weapon Load Trainer (WLT), Automatic Flight Control Computer Trainer (AFCC), Mission Aviation Subsystem Trainer (MAST), and Aircrew Virtual Environment Trainer) and S-3B Training Systems (Devices 2F92BT and 2F92BF). Successful performance of this support will require knowledge, understanding and experience with the following avionics systems and subsystems: AN/ASA-82 Display System, AN/ASA-84 Navigation Control System, AN/AWG-19 Weapons Control System, AN/APS-124 & AN/APS-137 Radar Systems, AN/ALR-76 & AN/ALQ-142 Electronics Support Measures Systems, AN/ALE-39 Electronic Countermeasures System, ALE-47 Countermeasure Dispensing System (CMDS), AN/ALQ-210 Radar Threat Warning functions, the AN/AAR-47(V)2 short-range missile warning and laser detection set, the AN/ALQ-144A(V)5 IR Jammer, AN/APX-76A & AN/APX100 Identification Friend or Foe Systems, AN/ASQQ-81B (V2) Magnetic Anomaly Detection System, AN/ASQ-147 & AN/ASQ-198 Armament Control Systems, OR-89/AA & AN/AQQ-16 Forward Looking Infrared Systems, AN/UYS-1 Acoustic Processor, AN/ARR-72 & AN/ARR-84 Sonobuoy Receiver Systems, AN/AQS-13F Sonar Detection System, AN/AQS-20A Sonar Mine Detection Set, AN/AES-1 Airborne Laser Mine Detection Set (ALMDS) and AN/AYK-10, AN/AYK-14 & AN/AYK-23 General Purpose Digital Data Computers. Experience with INS, Radar, IFF, Acoustics, Data Link, and GPS related systems are essential. Respondents should have in-depth knowledge of the Harris, Gould, and Encore computer systems, computer interface hardware/software, network interfaces (IEEE 802.3 format), source coding, compilers, and assembly languages, e.g., Encore 32/9780 MPX-32 version 3.3 U03 with RSX, Encore 32/6780 MPX-32 version 3.3 U03 with RSX, and Encore 32/9750 MX-32 version 3.3 U03 with RSX, VMS Operating Systems and VME based equipment, McDonnell Douglas Vital IV and V, Evans & Sutherland visual systems and PC Image Generators (IG) . Additionally, programming experience in C, C++, Assembly, and Fortran with operating systems such as Linux, UNIX, and SGI IRIX is required. Configuration management program experience with CVS, StarTeam, Softool and S-3B Configuration Tool Set is essential. Knowledge and skills identified above are required to perform on-site engineering and technical tasks such as Quick Response Modifications (QRM), Systems Engineering, Configuration Management, Quality Assurance, and associated technical support for the training systems. Engineering support demands in-depth expertise with the engineering process for training systems modifications and life cycle support including definition, design, installation, integration, test and production. A Secret clearance is required to work on this project. Personnel qualifications - the Government requires the contractor to provide highly skilled and experienced personnel in several specific disciplines for engineering and technical roles. The contractor must be familiar with Aviation Training Simulators systems and subsystems similar to those identified above and have the necessary experience and qualifications to perform under individual Delivery Orders. NAWCTSD has not yet determined the contract type, but the period of performance will be for a base year with four one-year option periods to extend the term of the contract. The Government anticipates a Not-to-Exceed $15M contract over a 60-month period. Detailed requirements for specific tasks will be issued as delivery orders for a task or combination of tasks under the contract. Oral presentations may be required under the solicitation and responding offerors will be advised after the solicitation closing date of the date, time and location for their presentation. Firms are invited to submit appropriate documentation, literature, brochures and references to support that they possess the required specialized experience. Responses must include the following: (1) name and address of firm; (2) size of business: average annual revenue for the past three years and number of employees; (3) ownership; (4) number of years in business; (5) two points of contact: name, title, phone, fax and email; (6) a list of customers covering the past three years: highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each customer reference and customer point of contact with phone number and identify your role as either the Prime or Subcontractor. Summaries should be no longer than three pages in length.
