Description
Requirements include providing all supervision, labor, plant, equipment and materials necessary to perform demolition of structures, removal of debris and clean-up sites based on 10 structures per day for basis of submission for proposal. Demolition is located within but not limited to Parish boundaries of Plaquemines, St. Bernard and Orleans with competition for award will being restricted to firms whose primary business is in the state of Louisiana. The requirement may cover both public and privat e structures condemned by local officials. Duration of this project is a 9 month base and a 9 month optional period, if exercised. The contracts will be Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity with a Guaranteed Minimum of $7,500 for base period. Attempt will be made to make multiple award of a minimum of five (5) contracts as follows: One unrestricted award for all businesses not set-aside, two contracts for competitive 8 (a) concerns, one HUB-Zone Set-Aside contract and one Service-Dis abled Veteran-Owned Small Business concern contract. The dollar values of these contracts are $15,000,000 for base period and $15,000,000 for optional period, if exercised, for a total estimated contract amount of $30,000,000 or total value of five contrac ts at $150,000,000. This solicitation is being issued subject to availability of funds to be provided by FEMA. The contractors shall be bonded and will be required to comply with all applicable local permits and licenses. The NAICS Code assigned is 238910 with a Size Standard of $12,000,000 of gross revenue over the past three years. This solicitation will be issued as a competitive Best Value, Request for Proposal, including preferences for Local firms. All responsible sources may submit a proposal, w hich shall be considered. Large business firms are required to submit a subcontracting plan at the time of proposal submission. The solicitation package will be available for download on or about 23 November 2005. Proposal due date will be 15 December 2005, 2:00 PM CDT. The solicitation will not be provided in a printed paper format. Offerors, (including subcontractors) are required to self-register their firm or office on the Internet and download the solicitation at the following site: http://www.mv n.usace.army.mil/.
