Description
On or about 2 May 2005, this office will issue Request for Proposals for IDIQ Construction Contract For The Missouri River Recovery Program with Task Order No. 1: Bank Stabilization, Eagle Feather Archeological Site, Lake Sharpe, SD. Proposals will be received on or about 3 June 2005. This solicitation is unrestricted and open to both large and small business participation. Anyone interested in a possible site visit for Task Order No. 1, Bank Stabilization, Eagle Feather Archeological Site, Lake Sharpe, South Dakota, should contact Kelly Crane at 402-221-4410 or by email kelly.a.crane@usace.army.mil. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following: Approx. quantities All work will be done within the Missouri River flood plain from Gavins Point Dam, near Yankton, South Dakota, upstream to the North Dakota-Montana border near Williston, North Dakota. All work will occur within Omaha District Boundaries. The contracts w ill have a 3-year base period with one 2-year option period. Award will be made to 2 to 4 contractors selected on a best value basis. Individual task orders will be competed. Scope of work will vary with each work order. Each contract will require the contractor to furnish all plant, labor, materials, and equipment to perform a wide variety of construction features that may consist of, but not limited to, soil excavation, dredging, rock placement, shaping of islands, clearing and grubbing. The primary NAICS code is 237 series. Each contract will have a base period of three years and an option to extend the contract for an additional two-year period. Proposal Evaluation: Major point scored evaluation areas of each offerors proposal, in descending order of importance, include: Technical Capabilities and Equipment; Construction Experience, Personnel and Past Performance; Project Management Plan, Safety and Health Record; and Utilization of Small Business; Price. All other evaluation factors, when combined are anticipated to be approximately equal to price in the source selection decision. Task Order No 1 : Work consists of placing approximately 2700 tons of RipRap, 2500 tons of spalls, 1500 SY of geotextile fabric and 1400CY of random fill to protect the Eagle Feather Archeological Site on the Lake Sharpe Reservoir. Option work consists of placing 3100 tons of riprap, 2900 ton of spalls and 1800 SY of geotextile fabric and placing 4550 tons of riprap, 4250 tons of spalls and 2600 SY of geotextile fabric on two adjacent archeological sites. The estimated construction cost of the contract is $40+ million in program requirements over the next five years. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Enginee rs considers the following goals reasonable and achievable for fiscal year 2005: (a) Small Business: 50.9% of planned subcontracting dollars. (b) Small Disadvantaged Business: 8.8% of planned subcontracting dollars*. (c) Women Owned Small Business: 7.2% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 0.5% of planned subcontracting dollars*. (e) Hubzones: 2.9% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work on each Task Order within 10 days after notice to proceed and complete the work within the time period stipulated in each Task Order. Provisions will be included for liquidated damages for each Task Order in case of failure to complete the work in t he time allowed. Performance and payment bonds may be required as specified on individual Task Orders. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The plans and specifications are available on Compact Disk and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one per firm. Plans and Specifications will not be provided in a printed hard copy format.
