Description
The Department of Homeland Security, Science and Technology Directorate, intends to enter into negotiations on a sole source basis with the American Association for the Advancement of Science (AAAS) for a modification to the existing contract. The period of performance will be extended by an additional year from December 1, 2005 through November 30, 2006. AAAS, on behalf of DHS, will continue to select PhD, MD, DVM, DrPH, or individuals with an equivalent doctorate-level degree. AAAS has in place a formalized career enhancement development program to educate scientists and engineers on the intricacies of federal policymaking, provide scientific expertise and analysis to support decision-makers confronting increasingly complex scientific and technical issues, foster positive exchange between scientists and policymakers, empower scientists and engineers to conduct policy-relevant research that addresses challenges facing society and increase the involvement and visibility of scientists and engineers in the public policy realm. The AAAS program improves public policymaking through the infusion of science, and increases public understanding of science and technology. The proposed modification action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement to submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22.
