- Description
- The Volpe National Transportation Systems Center (Volpe Center) plans to issue a sole source Simplified Acquisition to the University of Greenwich, Old Royal Naval College, Greenwich, London, UK, to develop evacuation computer model software to predict the time periods necessary for occupants to evacuate passenger rail cars to a point of safety during emergency conditions. The University previously developed a software model known as Exodus. Exodus incorporates occupant characteristics and behavior of individual passengers, as well as individual decision-making affecting real evacuation time within its model software. The Exodus suite of software packages is tailored to provide computer-modeling capability for emergency evacuation from buildings, aircraft and ships. The contractor is to develop a prototype computer model for occupant emergency egress behavior using the Exodus software program for the most widely used types of passenger rail cars in United States. The software to be developed shall be able to: (1) conduct evacuation simulations from various types of rail cars, under various emergency scenarios and different conditions (e.g. weather, day, night); (2) shall interface with the Consolidated Fire and Smoke Transport (CFAST) fire growth computer model previously developed by the U.S. National Institute of Standards and Technology (NIST) for the Federal Railroad Administration, and (3) shall allow for manipulation of the data to control the variables of the research (including data evaluation and date verification). The applicable North American Industry C lassification System (NAICS) code for this requirement is 541511 and the small business size standard is $21.0 million.
