Description: Pursuant to OMB Circular A-76, on 12 Oct 2005, public notification was made to announce a streamlined competition study of the Information Systems Security functions performed here at Nellis AFB, NV. On 2 Nov 05, 99 CONS conducted a streamlined competition in accordance with guidance from the OMB Circular A-76 consistent with procurement integrity, ethics and standard conduct of rules, including the restrictions of 18 USC 208, where it was determined that it would be the most efficient and cost effective method of operation to have the required services provided by private sector contractor personnel. Furthermore, it is noted that no party may contest any aspect of a streamlined competition.
