- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. This solicitation number, W44W9M-06-T-0036 is issued as a request for quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-06. Issued unrestricted, responses will be accepted from any responsible sourc e. The associated SIC code is 7513, NAICS code is 532120, and size standard $21,500. Requirements: McAlester Army Ammunition Plant has a requirement to lease for a 12 month period including destination and pickup charges, the following: One (1) each DUAL H EADED, TRACK MOUNTED RAIL BRUSH CUTTER. PORTEC MODEL BC-516 OR EQUAL AS FOLLOWS: McAlester Army Ammunition Plant will : Check and maintain all fluid levels as required by manufacturer specification, Provide fuel, motor oil, lubricants, and other operatin g parts for daily operation, Provide all expendable items such as, but not limited to, scarifier teeth, broom hoses, wire ropes and cables, wear blades and tamping tools, and all supplies necessary for proper and efficient operation of the equipment, and P erform minor repairs as needed to maintain operation. The Lessor shall: Provide manufacturer/lessor suggested parts as required in the most expedient means available, Provide technical support by phone as needed for minor repairs, Provide one-day lease cr edit per day of down time resulting from fair wear and tear and other than negligent operation of the equipment. Should the leased equipment experience major mechanical failure not repairable by the lessee, the lease will be terminated or the lessor shall provide a comparable replacement with credit applied to the lease for time lost. The government and the lessor will perform a joint inspection of equipment upon arrival and prior to return to document condition of the equipment. Delivery for use shall be to McAlester Army Ammunition Plant, Oklahoma, Bldg 8, 1 C Tree Road, McAlester OK, 74501. FAR provisions and clauses cited in this solicitation may be accessed through the internet at http://www.arnet.gov/far/. Offerors are direct ed to the solicitation provision at FAR 52.212-1, Instructions to Offerors--Commercial Items (JAN 2005), which applies to this acquisition and is hereby incorporated by reference. Offerors are reminded to include a completed copy of the provision at 52.212 -3, Offeror Representations and Certifications--Commercial Items (MAR 2005) with their offer. Applying the provision at FAR 52.212-2 Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offer or whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: LOWEST OVERALL LEASE COST TO INCLUDE DESTINATION AND PICKUP CHARGES. The following lease clauses are incorpated by reference and will be included in any resultant contract. They are 52.208-4, Vehicle Lease Payments, 52.208-5, Condition of Leased Vehicles, 52.208-6, Marking of Leased Vehicles. The clause 52.212-4, Contract Terms and Conditions--Commercial Items (SEP 2005), is hereby incorporated by reference. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (SEP 2005), is hereby incorporated by reference . Signed and dated quotes shall be submitted to McAlester Army Ammunition Plant, Bldg 8, 1 C Tree Road, McAlester OK, 74501, Attn: Mr. Stephen Dunbar, on or before 4:00 p.m. (CST), November 29, 2005. Proposal shall include the brand name and model of the brush cutter you are quoting and shall include a destination and pickup charge separate from the monthly lease rate. NOTE: Unless the offeror notifies the contracting officer, at time of submission of its initial quote, of an objection to disclosure of its unit price, the Government reserves the right to publicly release (which would include, but is not limited to, a public award synopsis, contr actor debrief, procurement history posting, or Freedom of Information Act (FOIA) request) the unit price(s) stated in the award under this solicitation. Any objection must be submitted in writing, providing a detailed explanation of how release of the awa rded unit price would result in a substantial competitive harm. Objections will be reviewed to determine whether harm has been substantiated. Failure to notify the contracting officer by the close of this solicitation waives any objection to disclosure of the unit price. A unit price is defined as the specified amount to be paid by the Government for the goods or services stated per unit, contract line item, or separately identified contract deliverable. The term unit price does not include any informati on on how the unit price was determined. This constitutes notification pursuant to Executive Order 12600.
