- Performance Work Statement I. Title: Off-Site Corrective & Preventative Maintenance of Harbor Security Boats II. Technical Point of Contact (TPOC): Alternate TPOC: Lt. Richard Davis to be identified at award III Type of Contract and Period of Performance (POP): 1 year performance based contract starting from the date of award. IV. Background: The Portsmouth Naval Shipyard has a requirement for maintenance of Harbor Security Boats to include preventative maintenance (PM) and repair of non-functioning equipment. Harbor Security Boats are located at the base Waterfront Complex in Portsmouth, NH. A firm-fixed price for PM and a firm-fixed hourly rate for labor is anticipated for award. The contractor shall notify the Navy?s TPOC prior to commencing and upon completion of services. Performance is off-site from the Portsmouth Naval Shipyard. Contractor will not remove equipment from the base to repair at their location, unless prior approval from TPOC. The contractor is solely responsible for obtaining all necessary vehicle passes, stickers and proper ID cards for all contractor employees working on-site on the Base. The Contractor shall comply with all Federal, State, Local laws and Federal Regulations as applicable to the performance of this contract. The Contractor shall not accept any instructions issued by any person employed by the US Government, other than: the Contracting Officer (KO), or TPOC, all acting within the limits of their authority. V. Equipment to be serviced: The boats and equipment that are to be serviced under this contract are listed below. Additions or subtractions to the list will be done through modification via the KO. Preventive Maintenance - Power Plant and AC FFP- Includes preventive maintenance and repairs as required for the following security department motors: 225 HP Mercury OPTI-Max motor (1 ea) Cummins 6BTA5 315 HP turbo diesel engines (4 ea) with Hamilton HJ275 water jets (4 ea), and IRM220PL marine gear (4 ea) BF 130 HP Honda, 4-stroke outboard motor (3 ea) Marine Air Systems Vector Compact Air conditioning unit (4 ea) Kohler 5KW generator set model 5E (3 ea) Honda Generator (1 ea) Preventive Maintenance and repairs as required for the following security boats: Parker Boat Fiberglass Hull (1 ea) Zodiac 10 meter Hurricane Rigid Hull inflatable Boat (RHB) w/ Durarib Collar (1 ea) Aluminum Hull (2 ea) Seaark VC Ram Harbor Security Boat. Aluminum Hull, Kevlar Fender (1ea) Maintenance includes but not inclusive to all misc. required maintence for 100% performance of hull requirement. This includes but is not limited to: All Marine Safety Equipment, Lights, Bilge Pumps, Instruments and Gauges, Switches, Electrical Wiring, Raw Water Systems and Zincs, and /or other as designated work not to begin until estimate is given to security designated personnel. There are no binders available for the maintenance and or repair of the equipment and boats in question. The vendor must supply all. VI. Scope of Work Performance Objective VI.1: Preventative Maintenance (PM) Preventative Maintenance for 4 Harbor Security Boats (HSB). See above for the equipment list. Every 2 months or 100 Hours of Operation Change the following: Marine gear oil. Engine oil Engine oil filter Fuel filter Fuel/water separator element Coolant filter Check the following: Battery Electrical connections Mounting bolts for tightness Hoses and clamps for condition and tightness Antifreeze concentration Supply biodegradable antifreeze as required Belt tension Belt Tensioner bearing Turbocharger Coolant heater Coolant additive concentration Inspect the following: Air cleaner Air system wiring Zinc plug(s) Raw water pump and impeller Flush the following: Marine gear oil cooler Heat exchanger Raw water after-cooler Adjust the following: Engine valve lash clearance Every 4 Months or 2,000 Hours All items listed above in ?Every 2 Months or 100 Hours? category. Inspect the following: Vibration damper Clean/flush the following: Cooling systems Replace the following Coolant The above maintenance schedule keeps repeating as hours and time to the end of the awarded base or option years. Contractor shall supply all materials for PM. Firm, Fixed Price, HSB PM Inspections will be made. After inspection by the Contractor, regarding what needs to be repaired, replaced or maintained, the contractor shall produce a quote to the TPOC. After the TPOC gets this quote and agrees to the price of the work, the TPOC shall give authorization to commence work on the equipment, engines and/or hulls. Performance Measure VI.1: The contractor shall provide qualified personnel in accordance with the Schedule to perform Preventative Maintenance Inspections when the number of engine hours or time period is met. The maintenance shall conform to the equipment manufacturer?s specifications for each piece of equipment. Performance Objective VI.2: Repair of Harbor Security Boats TPOC will notify Contractor via phone, fax, or email for all service repairs. Contractor shall perform their work off sight in their own facilities. Because of access, security and downtime reasons, the facility must be within an hour driving radius of the PNSY. Service Coverage: Will be for normal business hours for routine maintenance and repair. For emergency repair work the contractor shall be on call 24 hours a day for 7 days a week for as long as this contract is in place. Fixed Hourly Rate, Estimated Quantity of Hours is 600. Hours may include travel time from portal-to-portal from the contractor?s facility to the Portsmouth Naval Shipyard. Hours may not be charged for delays due to vehicle breakdown or failure to obtain proper base ID in advance. Due to security measures, delays may occur during vehicle inspection to obtain base entry. Additionally, pier access for repairs may require additional inspections and pass. Performance Measure VI.2a: The contractor shall provide qualified personnel in a timely manner (no later than two hours after notification) to repair HSB. Performance Objective VI.3: Emergency Repair of Harbor Security Boats In the event of an emergency, TPOC will identify during service request that emergency repair is required. Emergency repair occurs outside of the hours listed in Regular repairs to include weekends and evenings. Fixed Hourly Rate, Estimated Quantity of Hours is 150. Hours may include travel time from portal-to-portal from the contractor?s facility to the Portsmouth Naval Shipyard. Hours may not be charged for delays due to vehicle breakdown or failure to obtain proper base ID in advance. Repairs shall not exceed $10,000.00. If it does exceed this amount, the repair will need to go under a new repair contract for that specific repair will be drafted. Performance Measure VI.3a: The contractor shall provide qualified personnel in a timely manner (no later than 2 hours after notification) to repair HSB in an emergency situation. Performance Objective VI.4: HSB Repair Parts All government owned parts, where available, should be used for repairs prior to the purchase of any parts from the contractor. The parts shall be considered Government Furnished Material (GFM). Repair parts will be purchased on a case-by-case basis by the TPOC invoiced either against this order or using the government purchase card as the payment method. The contractor shall submit all receipts for purchased parts. Not to Exceed amount of $7500.00 Performance Measure V.4: The contractor shall respond to all requests for HSB repair parts by placing an order no later than next business day (unless TPOC designates greater time frame) after TPOC authorizes the order. VII. Deliverables Contractor shall submit a complete, legibly written or typed report of the Preventative Maintenance and Repair HSB services performed to the TPOC within three (3) calendar days after the maintenance or repair service is accomplished. If service is required due to neglect or misuse of the equipment, the contractor shall promptly identify the issues in writing within five business days to the TPOC so that the Navy can take appropriate administrative action. VIII. Quality Assurance Surveillance Plan For the performance objectives and measures described above, the following performance standards are established for this requirement. Each performance standard identified below establishes the surveillance technique and the contractor incentive. Performance Standard (PS) VIII.1: Contractor shall provide PM services within the month or number of engine hours in which the Maintenance was scheduled. All support documentation must adhere to directives and applicable laws and regulations must be followed. Surveillance Plan (SP) VIII.1a: TPOC will inspect PM of HSB and document any performance issues. Contractor Incentive (CI) VIII.1b: If the TPOC does not accept the PM services, contractor shall correct unsatisfactory work within the first three (3) hours of the next business day. Failure to do so will count against overall performance standards. PS VIII.2: Contractor shall provide repair HSB services within one business day of receipt of request. Services include but are not limited to: the actual start of repairs, the visual examination of the vehicle, ordering of parts, or at least scheduling the maintenance according to priority and volume of work which TPOC has already assigned. All support documentation must adhere to directives and applicable laws and regulations must be followed. SP VIII.2: TPOC will inspect repair of HSB and document any performance issues. CI VIII.2: If the TPOC does not accept the repair services, contractor shall correct unsatisfactory work within the first three (3) hours of the next business day. Failure to do so will count against overall performance standards. PS VIII.3: Contractor shall provide emergency repair HSB services within two (2) hours of receipt of request. Services include but are not limited to: the actual start of repairs and/or the ordering of parts. All support documentation must adhere to directives and applicable laws and regulations must be followed. SP VIII.3: TPOC will inspect repair of HSB and document any performance issues. CI VIII.3: If the TPOC does not accept the repair services, contractor shall correct unsatisfactory work within the first two (2) hours after notification. Failure to do so will count against overall performance standards. Under performance standards VIII.1, VIII.2, and VIII.3, successful performance is acceptance of 95% of PM and repair services upon first inspection. Additionally, if the repairs prove to be faulty within five business days of the initial inspection, Contractor shall correct within the first three (3) hours of the next business day. TPOC will document the performance issue. PS VIII.4: Contractor shall provide HSB repair parts in a timely manner after obtaining approval from TPOC. SP VIII.4: TPOC will respond timely to contractor requests regarding HSB repair parts furnished by the government or authorize purchase of contractor parts via this order or credit card. CI VIII.4: If the contractor does not provide the required support within the timeframes established, the TPOC will document the contractor?s inability to meet the minimum Acceptable Quality Level for timeliness in the past performance score, and provide documentation to the Contracting Officer for action. IIX. Payment. Payment for this contract will be made by Government Wide Purchase Card.
