Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 81110 is issued as a Request for Quotation (RFQ) through Federal Acquisition Circular 05-06. The NAICS code is 713940 Fitness and Recreational Sports Centers, and the small business size standard is $6.0 million. This procurement is a small business set aside. The United States Secret Service (USSS) has a requirement for two Fitness Coordinator Certification Courses, 24 Nutrition and Fitness Classes, and Online Fitness Coordinator Review Courses. The anticipated period of performance for the base year is 01/1/2006 through 09/30/2006 with one option year from 10/01/2006 through 09/30/2007. The offeror shall review the Statement of Work below, which is in three parts: A. Fitness Coordinator Certification Courses B. Nutrition and Fitness Courses C. Coordinator Review Courses A. FITNESS COORDINATOR CERTIFICATION COURSE Objective The objective of these courses it to train fitness coordinators, consisting of USSS Special Agents and Uniformed Service personnel, to administer physical fitness tests, and provide strength training and aerobic conditioning programs. The physical screening and physical fitness testing shall consist of the following requirements. Contents: Physical Screening The contractor shall explain and demonstrate to personnel how to conduct physical screening and evaluate the results, to identify potential medical problems, and to indicate areas to improve on an individual?s physical fitness. Trainers shall administer blood pressure screening and body fat composition analysis, and review the medical history of the individuals. Recommendations shall be made concerning the overall health and ability to perform specific types of exercises, as part of the overall fitness plan for individuals and as part of physical testing recommended for that individual. The contractor shall provide all pertinent manuals and training materials, and have them shipped to the James J. Rowley Training Center prior to the beginning of each course. Contents: Physical Fitness Testing Trainers shall demonstrate the physical fitness test to include the following components: Blood pressure assessment. Body fat assessment techniques using the Jackson & Pollack skin fold formula and method. Sit and Reach (Flexibility component). Number of pushups in one minute. Number of sit ups in one minute. Number of pull-ups (max. that individual can perform). 1.5 mile run (timed event). Course shall include various types of physical fitness training to be performed at different field offices/Uniformed Division branches. This shall consist of the following fitness topics at a minimum: * Important research findings relating fitness to physical health and the role exercise plays in stress management. * The relationship of fitness to productivity, absenteeism, and employee performance, specifically related to law enforcement. * The functions and dynamics of aerobic capacity, and cardiovascular assessment techniques to include: the 1.5 mile run and the USSS alternate tests (bike, swim or walk). * Bio-mechanics of resistance training to include free-weights, strength training machines, and calisthenics. * Demonstrate the proper form and procedure for utilizing the aforementioned (emphasizing safety). * Major anatomical components of the muscular system. * Blood pressure and resting heart rate assessments. * Major management functions for planning and administering exercise programs. * Strength assessment to include absolute and dynamic components. * Flexibility assessment to include the sit and reach trunk flexion test. * Methods for increasing and maintaining healthy levels of muscular strength and flexibility and cardiovascular endurance. * Components of a balanced diet for general nutrition, specifically employees who constantly travel. * Environment guidelines for outside exercise, to include heat stroke and hypothermia. The contractor shall have both an academic portion as well as practical exercises as part of the course content. At the completion of the practical exercise, trainee?s skills and knowledge shall be evaluated in the following categories as they apply: * Basic fitness coordinator skills. * Coronary risk factors. * Nutrition, diet and weight control. * Anatomy of major muscle groups. * Safety in exercise. * Goal setting for various individual fitness levels. * Bio-mechanics of strength training. * Flexibility for all major muscle groups. * Monitoring pulse rates at rest and during exercise. * Assessment of blood pressure and body fat composition (skin fold formulas). * Methods for increasing muscular flexibility, cardiovascular endurance and muscular strength. Testing The contractor shall provide a single written examination at the completion of all instruction that covers the general principles of physical screening, physical fitness testing, and physical fitness training. The contractor shall prepare a certificate for presentation to each course attendee and mail to the attendee within two weeks of the course completion. In the event that someone does not pass the training course, the Contracting Officer?s Technical Representative (COTR) shall be notified within two working days after scoring the testing. A listing of all scores shall be provided concurrently to the COTR. The scoring shall be pass/fail. Course Length, Location and Size Each Fitness Coordinator Training Course shall be four and one half days in duration, and held at the James J. Rowley Training Center located in Laurel, Maryland. Contractor is to provide two courses, dates to be determined by the USSS. Maximum number personnel for each course shall not exceed forty per class. B. NUTRITION AND FITNESS CLASS Objective The course shall include nutritional guidelines for healthy eating and exercise routines that can be adapted for use at home and when traveling. Contents: Topics This shall consist of the following fitness topics at a minimum: * Components of a balanced diet for general nutrition and tips on healthy eating while traveling. * Important research findings relating fitness to physical health and the role exercise plays in stress management. * The relationship of fitness to productivity absenteeism and employee performance, specifically related to law enforcement. * The importance and fundamentals of aerobic training. * Biomechanics of resistance training to include free weights, strength training machines, and calisthenics and demonstration of the proper form and procedure for utilizing the aforementioned (emphasizing safety). * Importance of maintaining flexibility. * Cross training for a balanced work out and keeping routines fresh and interesting. Contents: Nutrition The instructor will explain the basic principles of nutrition and the nutrition pyramid as it relates to overall health, conditioning, weight control and job performance. In addition, provide nutritional tips for healthy eating habits while traveling, working irregular hours (shift work) and choosing the best fast food alternative. Contents: Weight Training, Flexibility and Cardiovascular Conditioning * Identify major muscle groups and exercises to enhance muscular development of these muscles. * Explain and/or demonstrate proper lifting techniques as they relate to free weight and plate/key loaded weight machines emphasizing safety to avoid injury. * Discuss high repetition/low weight vs. high weight/low repetition weight training techniques, the advantages and disadvantages of each and guidelines for setting up work out routines. * Provide basic information on cardiovascular training routines to include interval training, jogging, running and cardiovascular equipment including treadmills, elliptical machines, stair masters, etc. * Emphasize the importance of stretching to enhance flexibility and prevent injury in both strength training and cardiovascular exercises. * Stress fitness as a lifestyle. The contractor shall provide handouts to each student with general information on nutrition and fitness. Testing No testing of the curriculum is required. Course Length, Location and Size Each Nutrition and Fitness Course shall be two hours in duration, and held at the James J. Rowley Training Center, Laurel, Maryland. Contractor is to provide 24 courses, spaced throughout the term, dates to be determined by the Government. Maximum number personnel for one single course shall not exceed twenty-four students. C. ONLINE FITNESS COORDINATOR REVIEW COURSE Objectives The ability to recertify current fitness coordinators online. This review course must contain study guides that include updated industry guidelines, protocols and standards, and a multiple choice exam. Once completed, all participants will receive a certificate of achievement that will last for three years. Contents This online course must include the following objectives: 1. Identification of the five key components of fitness programming. 2. Identification of fitness testing and evaluation criteria. 3. Review of programming skills through case study scenarios. 4. Identification of the key elements to injury prevention, management, and proper emergency procedures. 5. The successful completion on an online exam. Testing Participants must be able to access the Review Course online (website) using a password entry that will allow them access to all course materials and exam. The exam must be posted and graded immediately with certificates of completion being sent to all successful candidates. Course Length, Location and Size Contractor is to provide one course, and permit the Government personnel to take the recertification at any time within the period of performance. Minimum number personnel taking the course shall be 80 for the base year, for the option year, minimum shall be 160. Offeror's Proposal Part A. Technical Proposal/Capability The offeror shall refer to the Statement of Work for the three types of courses. The following are the minimum the offeror is to provide. The offeror is to provide documentation showing how their training course materials specifically meet the technical requirements of the USSS. The maximum number of personnel for each course shall not exceed forty. The government reserves the right to postpone, reschedule or cancel training for the benefit of the USSS. For the Fitness Coordination Certification Courses, the offeror shall include: * a lesson plan and course description (academic portion); * a sample training packet for evaluation (practical exercises); * credentials for the person(s) teaching; and * the name, telephone number, address and organization as a reference for an actual training course given by the potential teacher, the past course must have been offered less than two years ago, unless the business is less than two year's old, for new businesses, provide a relevant reference. For the Nutrition and Fitness Courses, the offeror shall include: * a course description; * sample handouts; * credentials for the person(s) teaching; and * the name, telephone number, address and organization as a reference for an actual training course given by the potential teacher. For the Online Fitness Coordinator Review Courses, the offeror shall include: * a course description; * sample study guides and exam; * screenshots of the website demonstrating login with password,n sample questions, and instant access to exam grades; * credentials for the person(s) creating the online test and grading the results; and * the name, telephone number, address and organization as a reference for an actual training course given by the potential teacher, the past course must have been offered less than two years ago, unless the business is less than two year's old, for new businesses, provide a relevant reference. Part B. Pricing Prices shall be provided as follows: Line Item 0001 -- Fitness Coordinator Certification Course, classes Line Item 0002 -- Nutrition and Fitness Classes, 24 classes Line Item 0003 -- Online Fitness Coordinator Review Course for USSS Agents and UND Officers, minimum 80 people taking the course, individually--include travel expenses within each line item, pricing must include all costs Line Item 0004 -- Option Year One (10/01/2006 - 09/30/2007) (same class size for Line Items 0001 and 0002, for 0003 minimum 160 people taking the course) Part C. Contact Information and Offeror's Representations and Certifications The Offeror shall provide the name, title, telephone number, fax number, and email address of the point of contact and the offeror's nine-digit DUNS. The offeror shall provide a signed copy of the offeror's Representations and Certifications from FAR 52.212-3. The Government intends to award a fixed price contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An award may be made to other than the lowest-price proposal received. The offeror's proposal will be evaluated on their ability to meet the Statement of Work as demonstrated through the Technical Proposal, Past Performance, and Price. Award will be made to the offeror whose technical proposal offers the "Best Value" to the Government price and other factors considered. It is anticipated that this requirement will be a fixed price contract for one base year and one option year. All responsible small business sources may submit a quotation which will be considered by the USSS. The following DHS Provision are applicable: 3052.209-70 Prohibition on Contracts with Corporate Expatriates 3052.204-90 Unauthorized Use of Name The following Federal Acquisition Regulations (FAR) Provisions and Clauses are applicable: FAR 52.212-1 Instructions to Offerors?Commercial Items FAR 52.212-2 Evaluation ? Commercial Items; Paragraph (a) insert: The following factors shall be used to evaluate offers: Statement of Work, Past Performance and Price. FAR 52.212-3 Offeror Representations and Certifications. An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision.
