Description
The Air Force Research Laboratory (AFRL) Space Vehicles Directorate (VS) at Kirtland AFB NM, is conducting a BRIEFING FOR INDUSTRY (BFI) on Space Situational Awareness (SSA) Technology Activities. AFRL/VS is contemplating issuing a Broad Agency Announcement (BAA) VS-06-03 in conjunction with the BFI seeking innovative technology solutions for a nanosatellite capable of independently providing localized Space Situational Awareness (SSA) and anomaly characterization of the local space environment of a host satellite. This Draft BAA and Briefing for Industry is being issued for planning purposes in accordance with FAR 52.215-3 and the purpose of gathering information for Briefing for Industry to be held on 6 December 2005. Your response to this notice will be treated as information only. Space Situational Awareness (SSA) Technology Activities BRIEFING FOR INDUSTRY (BFI) INFORMATION Date: 6 December 2005 Place: Kirtland AFB, NM BFI OBJECTIVE This BFI will include information for unique SSA technology solutions for experimental projects within AFRL?s Space Vehicles Directorate, Broad Agency Announcements (BAAs). These experiments will be released in the following weeks and will be seeking technologies for SSA at a TRL level 6 by 2008. One experiment is seeking nanosatellite technology solutions for localized SSA in a 15kg or less package. Separately, another experiment is seeking innovative technology solutions for a lightweight optical system capable of providing detection and tracking of distant space objects, and standoff imagery of resident space objects. The purpose of this BFI is to provide and clarify the vision for these projects, the projected project structures and schedules, and contracting mechanisms. All reasonable unclassified briefing materials will be provided in handouts at the BFI. The BFI will provide an overview of the experiments, detailed requirements for each, overall project schedules, overviews of follow-on phases of each experiment, and an overview of relevant information on related projects. Information contained in the BAA announcements take precedence over any information obtained from the BFI meeting or any other sources. This Briefing for Industry will be held at the SECRET/NOFORN level. BFI AGENDA 0730-0815: Check-in and registration for classified meeting & signup for individual meeting times (~20min each) 0815-0830: Introduction/Announcements 0830-0900: Lightweight Optical System Overview 0900-0930: Nanosatellite Overview 0945-1000: Break 1000-1100: Study Preliminary Information/Results 1100-1200: Requirements and Programmatics 1200-1330: Lunch 1330-1700: Break Period for Individual Meetings REGISTRATION Pre-Registration for the BFI is mandatory. Persons not pre-registered will be turned away at meeting check-in and will not be allowed to register at the meeting. Pre-registered persons will be required to show government-issued identification (i.e. driver?s license, etc.) at the meeting check-in. Registration is limited to persons that are US citizens, with at least a US Secret clearance. Each company should register their employees for this event by faxing the registration form (See Attached BFI for form)to the Technical POC and a formal visit request (see DoD 5220.22-M (NISPOM) Paragraph 6-103) to the security POC listed below. Address visit requests to AFRL/VS, ATTN: Mr. Craig Mehl; 3550 Aberdeen Ave. SE; Kirtland AFB, NM, 87117-5776. Visit requests should contain the following information: (1) Company?s name, address, and telephone number, assigned CAGE Code, if applicable, and level of facility security clearance; (2) Name, date, and place of birth, and citizenship of the employee(s) intending to visit; (3) Visitor?s personal clearance; (4) Purpose of visit: (List VS Space Situational Awareness Briefing for Industry as reason for visit.) Registration requests and visit requests should be received no later than 1700 MST 29 Nov 2005. Registration will be confirmed by 1 Dec 2005. Due to space limitations, we are limiting registration to three people from each organization. Strong justification will need to be provided to the Technical POCs to waive this limit. These efforts will be governed by the appropriate security classification guides. These acquisitions also involve data that is subject to export control laws and regulations. All efforts and information will be subject to foreign disclosure restrictions. LOCATION The BFI will take place at the Air Force Research Laboratory, Kirtland AFB, NM. Upon successful registration, a BFI information package will be provided which will include direction to the meeting location and instructions for accessing the base. DECLARATION This publication is for information only and does not constitute a Request for Proposal (RFP), government sponsorship of contractor charges against any government contract for attendance or proposal efforts, or a government promise to pay for any information received in response to this announcement. The Government does not intend to award a contract on the basis of this BFI and DRAFT BAA or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in FAR 31.205-18, Bid and Proposal Costs.
