Description
NOTICE OF CONTRACT ACTION This Federal Business Opportunities (FedBizOps) announcement constitutes a Notice of Proposed Contract Action (NOCA) for the purpose of (1) extending the ordering period and (2) increasing the ceiling price of the Video Processing Capability (VPC) Contract F19628-03-D-0005 with Science Applications International Corp. (SAIC). The Contract's ordering period will be increased by six months, by changing the current end date from 29 Aug 06 to 28 Feb 07. The Contract's ceiling price will be increased from the current amount of $5,000,000, by $5,650,000, to $10,650,000. The subject extension and ceiling price increase are required to provide for the acquisition of eleven (11) additional VPC production units, their integration and deployment, sustainment and technical support. The VPC System provides the Air Force, the platform to exploit Predator full motion digital and analog video. This System stores the video including the KLV metadata that houses the Predator support data extensions. Live video exploitation, video file exploitation, analog tape exploitation and mission archiving is also provided. Additionally, the System also supports the creation of MPEG-2 and MPEG-1 video clips along with still NITF files. The System was developed by the incumbent contractor, SAIC, and is used in the Air Force Distributed Common Ground System (DCGS). The Government intends to contract with SAIC, as the only holder of the VPC Contract under the authority of FAR 6.302-1 (a) (2) (ii) (A) and (B), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
