- FISC Norfolk Detachment Philadelphia intends to acquire twenty-two Vanguard 420?s on a sole source basis from Vanguard Sailboats. The purpose of this equipment is for the sailing instruction of Midshipmen at the United States Naval Academy. This is a combined synopsis/solicitation for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Interested persons may identify their interest and capability to respond to the requirement or to submit quotes. This notice of intent is not a request for competitive quotes. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. All responsible sources may submit a quote which shall be considered by FISC Norfolk ? Philadelphia Office. The Government will not pay for information received. Request for Quotation (RFQ) N00140-05-Q-0248 contemplates a firm fixed price contract. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions, which may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. The NAICS code is 423910. FISC Norfolk Detachment Philadelphia intends to acquire the following Contract Line Item Numbers (CLINs): CLIN 0001: (22 each) Vanguard Club 420 double-handed dinghies; each installed with heavy-duty twelve inch white bow bumpers, with the last eighteen inches of gunwale filled with plexus, and each boat possessing recessed centerboard gaskets. Delivery of supplies is to be February - March 2006. All supplies are to be delivered FOB Destination to the United States Naval Academy- Receiving Officer, Naval Station Hangar Bldg. 234, Annapolis, MD 21402. The provision at 52.212-1, Instructions to Offerors ? Commercial Items, is applicable to this procurement.
