- NASA/GSFC has a requirement for continued Phase C/D support for the mechanical engineering design and analysis of the Quadrupole Mass Spectrometer (QMS) and the Gas Processing System (GPS) subsystems for the Sample Analysis at Mars (SAM) instrument suite. SAM requires a number of specialized components, including: 1) the Quadrupole Mass Spectrometer (QMS) subsystems consisting of Ion Source/Optics, Quadrupole Analyzer, Bayard Alpert (BA) gauge, Detector Structure, Electron Multiplier Detector, and Sensor/RF Housing and, 2) the Gas Processing System (GPS) subsystems consisting of GPS Manifolds, Hydrocarbon, and Noble Gas Traps, H20 and CO2 Scrubbers, Getters, Capillary Leaks, and Gas Inlet Modules, and Gas Transfer Lines with proven, flight heritage or a high degree of design maturity. NASA/GSFC intends to procure the services required for the mechanical engineering design and analysis of the above listed subsystems and components from AMU Engineering under the authority of Only One Responsible Source, due to AMU?s unique capabilities and history as a partner in the development of the SAM Phase A/B study. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 29, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
