- SUBJECT: R-CONSTRUCTION MANAGEMENT SERVICES FOR THE NEW COURTHOUSE IN EL PASO, TX. POC Lisa B. Byrd, Contracting Officer, telephone #817/978-2714; fax # 817/978-6152; e-mail address lisa.byrd@gsa.gov DESC: NAICS CODE 236220 - Solicitation No. GS-07P-05-UEC-3010 This requirement is offered to all qualified, responsive concerns and proposals will be considered using a cascading order of preference. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. It is the intent of the Government to award one contract on a competitive basis to an eligible HUBZone concern in accordance with FAR 19.13, provided adequate competition is received and award can be made at a fair market price. If circumstances do not permit a HUBZone award, the Government intends to award on a competitive basis to an eligible 8(a) concern in accordance with FAR 19.8, provided adequate competition is received and award can be made at a fair market price. If circumstances do not permit an 8(a) award, the Government intends to award on a competitive basis to an eligible Service-Disabled Veteran-Owned small business concern in accordance with FAR 19.14, provided adequate competition is received and award can be made at a fair market price. If circumstances do not permit a Service-Disabled Veteran-Owned small business concern award, the Government intends to award on the basis of full and open competition from among all responsible, responsive proposals received, providing award can be made at a fair market price. HUBZone price evaluation preference will be applied to all qualified HUBZone small businesses, provided the HUBZone concern has not waived their evaluation preference and their bid is not more than 10 percent above the lowest large business concern's price. Description of the services to be provided: The Construction Management (CM) Contractor will act as the Government's on-site representative, providing full time oversite and management of the General Contractor (GC) who will construct the new courthouse. On site staff will include, at a minimum, professional Inspector(s), Project Manager and Secretary. Support staff will include, at a minimum, licensed Architects and Engineers to conduct periodic inspections and an experienced Scheduler. Duties of the CM contractor include, but are not limited to, daily inspections of the construction work by professional construction inspectors and licensed Architects and Engineers; coordination and recordation of weekly and monthly construction progress meetings with the GC; preparation of all required paperwork, including but not limted to, daily reports, daily construction logs, all meeting minutes, RFI logs; transmitting RFI's to design A/E; recording, reviewing and then transmitting all submittals to design A/E; processing payment requests for review and approval by the Government Contracting Officer (CO); preparing written correspondence for review and approval by the CO; reviewing payrolls for compliance with all DOL requirements; recording construction progress by use of digital and video camera. Anticipated start date for construction is on or about 10/1/05. Construction performance is 960 calendar days from Notice to Proceed date. The CM must be available to attend the pre-construction conference that will be held in El Paso on or about 10/15/05. The RFP for this soliciatation will be available on or about August 12, 2005.
