Description
The Office of Personnel Management (OPM) provides personnel investigative services to Federal agencies and the Department of Defense (DOD). One of the primary missions of OPM is the Background Investigation (BI) Program which includes law enforcement record searches. BIs are required to determine an individual's eligibility for access to classified information, assignment to, or retention in positions with sensitive duties, eligibility for public trust positions, or other designated duties requiring such investigation. These investigations often involve details of the individual's life and must be conducted with tact and discretion. Information collected as parts of BIs is protected under the Privacy Act of 1974. The work performed will be limited to non-personal services as augmentation support to the BI program. This work is to be performed in direct support of the OPM. The purpose of this contract is to obtain the services of personnel to conduct quality law enforcement record searches from existing database terminals as part of background investigations. The record searchers must update PIPS (Personnel Investigations Processing System), complete the investigative voucher, or provide printouts to OPM. The Independent Contractor must be able to conduct work, law enforcement record searches, within at the designated terminals in the state of South Carolina. This contract is designated as a small business set aside to be conducted by one or more record searchers in South Carolina. Interested parties that believe they can meet these requirements must submit complete information demonstrating they can meet these requirements and representative pricing for providing these services. Such information must be submitted within ten days of publication of this notice. This is not a request for quotations but rather a notice to determine if there are other sources that can meet the Government's requirements.
