- This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a request for quote from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center MacDill, AFB FL to one set of factory new twin otter main landing gear to include axles, stays, compression, blocks, bolts, and washers. Not to include, fairings, tires, wheels, brake assembly, and installation. The Government will also accept quotes on overhauled parts that meet the DHC-6-MLG Work scope. This constitutes the only Request for Quote (RFQ), written offers are being requested; and a written RFQ will not be issued. This RFQ is hereby issued as RFQ No. NAAN6000-5-01321CMM. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-06. The line item(s) will be provided in accordance with the specifications listed below. The prices shall be all inclusive of costs. The FAR clauses incorporated into this acquisition shall be: 52.211-8 Time of Delivery Alt I.(APR 1984), 52.212-1 Instruction to Offerors ? Commercial Items (Jan. 2004), 52.212-3 Offeror Representations and Certifications ? Commercial Items (Jan 2005), 52.212-4 Contract Terms and Conditions ? Commercial Items (Sep. 2005), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Sep. 2005) (Sections 5, 14, 15,16, 17, 18, 19, 20, 23, 26, and 31), 52.214-21 Descriptive Literature (Apr. 2002), 52.242-15 Stop Work Order (Aug. 1989), 52.247-35 FOB Destination, Within Consignee?s Premises (Apr.1984). The following Commerce Acquisition Regulations (CAR) are also incorporated into this acquisition by reference: 1352.201-70 Contracting Officer?s Authority (Mar. 2000), 1352.211-70 Statement of Work/Specifications (Mar. 2000), 1352.215-77 Evaluation Utilizing Simplified Acquisition Procedures (March 2000) { The Government will award a purchase order or delivery order resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation results in the best value to the Government price and other factors considered. The following factors shall be used to evaluate offers: Technical capability. Provide sufficient information, documentation and descriptive literature that demonstrates the ability to meet or exceed the Government?s minimum requirement for the specified equipment. Warranty. Delivery schedule. Ability to meet or exceed the Government?s required delivery schedule. Past Performance. Provide list of contacts including phone numbers, of firms to whom the offeror has successfully provided equipment that is the same or equal to that described herein. Price.}, 1352.246-70 Inspection and Acceptance (Mar. 2000). Inspection and acceptance will be performed at NOAA Aircraft Operations Center, 7917 Hangar Loop Drive, Hanger 5, MacDill, AFB FL 33621. This is a firm fixed price solicitation. PRODUCT DESCRIPTION: Contractor shall provide one set of Factory New Twin Otter Main Landing Gear, including Axles, Stays, Compression Blocks, Bolts, and Washers. Not to include, Fairings, Tires, Wheels, Brake Assembly, and Installation. The Government will accept quotes on Overhauled Parts that meet the DHC-6 MLG Work scope as stated below. Overhauled DHC-6-300 Main Landing Gear that are to be installed on NOAA aircraft will meet the following: 1) Comply with ?D? Check Inspection in accordance with Maintenance Manual P/N PSM1-63-2, page 203 through 207, including Service Bulletin 6/380. 2) Comply with overhaul manual requirement chapter 32-10-11, pages 401 and 402, 1A through 1F. Inspection pages 501 and 502, 1A through 1C. Refinish pages 605 through 608, 4A through 4C. Assembly page 702, 2A [6], axle, and page 704, 2B [1] and bushing. 3) Replace main landing gear fork pivot bushings, and set up bushing clearances in accordance with TAB 668/1. 4) Machine axle to fit bearing, p/n 39250-20629. 5) Install the following items: a. 2 each, Bolt P/N C6UM32-27 b. 2 each, Sleeve P/N C6UM1133-29 c. 4 each, Bushing P/N C6UM1128-27 d. 1 each, Bearing P/N 39250-20629 e. 1 each, Axle P/N C6UM1134-27 NOTE: If the landing gear is to be installed at your facility, all new compression and rebound blocks, and hardware will be factory new, or PMA parts. NOTE: THE ABOVE ARE MIMUMUM REQUIREMENTS. BID FORMAT: Provide itemized pricing as follows: TOTAL CLIN #1 ?
