Description: SOURCES SOUGHT FOR SUBJECT MATTER TECHNICAL AND ENGINEERING EXPERTISE IN SUPPORT OF SURFACE SHIP SYSTEMS: This is a Sources Sought announcement, a market survey for written information only. The purpose of this announcement is to identify those 8(a) companies with appropriate expertise that might be interested in responding to a formal solicitation for providing surface ship systems support to NSWCDD. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Requirement: Subject Matter Technical And Engineering Expertise In Support Of Surface Ship Systems. The subject matter technical support will require extensive technical competence and knowledge in all phases of the acquisition process plus experience in both government and industry in leadership positions responsible for systems development and acquisition. Experience should include responsibility for requirements analysis, systems design, usability testing, manufacturing and in-service engineering, responsibility for requirements development and sponsorship at the headquarters level, responsibility for engineering and engineering oversight within the Systems Command plus extensive surface ship operational experience at technical, tactical and command levels. The engineering support will require extensive operational and engineering experience in Navy/Joint combat systems and programs, human systems engineering support for human systems integration concepts into new and existing systems, and extensive experience in the conduct of high level studies and analyses, e.g., future force structure development, Analyses of Alternatives and Analysis of Multiple Concepts for major programs. Subject Matter Expertise Support: The contractor shall provide subject matter expertise support for the development of concepts and engineering solutions to ensure current and next generation surface ships meet warfighting requirements, including participation in studies and analyses to develop top level functional requirements necessary to conduct multi-warfare command and control warfighting on surface ships including aircraft carriers. The contractor will provide subject matter expertise in the areas of combat system computer program certification, radar and combat systems engineering, strategic planning and organizational alignment. Usability Engineering and User Centered Design: The contractor shall support the areas of Applied/Experimental Psychology Human Factors Engineering Mechanical/Industria1/Systems Engineering and Human Computer research and development for advanced design, as well as user interface, automation, situational awareness and decision making, and manning concepts for potential use in next generation naval warfighting and command and control systems. The contractor shall perform manning studies and analyses, develop concepts leading to cost effective reductions of system manning requirements and maintain currency on the Sea Warrior, open architecture and Command, Control, Computers, Communications and Intelligence (C4I) concepts, providing consultation and engineering support on same as required. The contractor shall have experience with object-oriented processes, Unified Modeling Language (UML), Department of Defense Architecture Framework (DoDAF), and joint Capability Integration and Development System (JCIDS). Systems Interoperability, Certification and Fleet Feedback Support: The contractor shall perform a broad range of engineering activities leading to successful development, certification and deployment of joint interoperable systems. Tasking may include participation in the observation of fleet events and the post event data gathering, analysis and fleet generated feedback, plus the development of action recommendations for issue resolution and coordination of the execution of derived actions with systems commands and the fleet. These fleet feedback efforts shall be in support of the Aegis Ballistic Missile Defense (BMD) program, various Program Executive Offices (PEO's) and will involve coordination with NSWC PHD, NSWCDD, NAVSEA and SPAWAR. The contractor shall have detailed familiarity with the Department of the Navy Naval Warfare Systems Certification Policy for both Unit and Strike Force level certification. The contractor shall also participate in the testing, analysis and resolution of Strike Force interoperability issues. A portion of this effort will require senior level and mid-level engineering support on-site at Fleet ASW Training Center, San Diego, CA. Training Support: The contractor shall provide extensive expertise in training systems for surface ships including aircraft carriers. The contractor shall provide expertise in the development and implementation of distributed training strategies and methodologies in the areas of performance measurement and performance diagnosis and shall have expertise in the development of Naval Training Systems Plans (NTSP). This effort will require a senior level person with naval training expertise on-site at NAVAIR Orlando. The contractor shall also provide a full time individual to be the lead for the Navy's two person Area Air Defense Commander (AADC) Capability Program training team. This position requires experience with the AADC system within the past five years and extensive knowledge and experience with joint air defense operations and procedures. Studies, Analyses and Program Management Engineering Support: The contractor shall provide support for the conduct of conceptual studies, Analyses of Alternatives and major analytical studies sponsored at the OPNAV, SECNAV or OSD levels conducted in accordance with the Joint Capability Integration and Development System (JCIDS) process. Included are the authoring of concepts of operation (CONOPS), development of alternatives, engineering analysis and drafting of written reports and major briefings. The contractor shall develop operational architectures using current DOD guidance, participate in the development and validation of the functional flow of project requirements, develop systems architectures and provide program documentation in support of the DOD program acquisition milestone approval process. The contractor shall support surface ship programs/systems such as Aegis program, CEC program, Aegis BMD program, Fast Assessment Strike Tool - Collateral Damage (FAST-CD) program, the Collateral Damage Estimator Tool (CDET) maintenance, the Advanced CDET (ACDET) program and the Low Altitude Airborne Sensor System (LAASS) program. This effort will require a senior level person who is an expert in Navy C41 on-site at the Joint Forces Command in Norfolk, VA. Location: The majority of this work shall be performed in Dahlgren, VA with additional full-time and part-time effort being performed in Orlando, FL; Panama City, FL; Norfolk, VA; San Diego. CA; Wallops Island, VA; and Northern Virginia/Washington, DC. Security Requirements: The contractor must have a facility within one hour travel time of NSWCDD, Dahlgren VA with a Top Secret facility clearance. Top Secret personnel clearances are required for at least two senior technical people and at least 90 percent of the remaining engineering / technical staff must possess Secret or higher clearances. Quantity: Approximately 33 man-years of support are estimated for the first year increasing by 2 manyears each year during the planned five-year contract. Work is estimated to begin in October 2006. Incumbent: Support is currently being provided at the Dahlgren, VA office of Basic Commerce & Industries, Inc. (BCI), 551 Bartram Road, Moorestown, NJ 08057 under contract N00178-00-C-2003. BCI has graduated from the Small Business Administration?s 8(a) program and is no longer eligible for procurements set-aside for the 8(a) program. NAICS: The applicable NAICS code for this acquisition is 541330 with a size standard of $23 million.Responses: All interested 8(a) companies are invited to provide a capabilities statement which contains, at a minimum, the following: (1) a concise discussion of the company?s technical understanding of the subject matter technical and engineering expertise to support surface ship systems as addressed above, (2) a summary of previous corporate experience relevant to the above criteria obtained within the last five years along with applicable Government contract numbers and Government technical and contract points of contact with current telephone numbers and/or email addresses, (3) an overview of company personnel (by labor category) expected to be assigned to a resultant contract, (4) statement as to the existence of a corporate DCAA-approved accounting system for cost-type contracts, (5) certification of the size status and (6) if you currently have a Seaport-e contract, provide the contract number. If subcontracting is contemplated, the capabilities statement shall contain sufficient information concerning the planned subcontracting arrangements to assure the Government that the limitations in FAR 52.219-14 can be met. The submitted capabilities statement is not to exceed twelve (12) double-spaced, single-sided pages.
