This is a combined synopsis/ solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. THE SOLICITATION NUMBER_GS-02P-06-PW-0000B___ The U.S. General Services administration is seeking a highly professional marketing services company for the development of a marketing concept plan and development of multiple materials to aid in the sale of the Thaddeus J Dulski Federal Office Building located at 111 West Huron St. Buffalo, NY 14202. This Synopsis is for commercial items and commercial marketing services in accordance with the format prescribed in FAR 12.6, and as supplemented with additional information included in this notice. The scope of work includes, but not limited to, providing the supervision, equipment, labor and materials to develop a professional marketing plan and development of marketing products to to aid in the sale of the Thaddeus J. Dulski Federal Office Building. SCOPE OF WORK Marketing Materials Development for: Thaddeus J. Dulski Federal Building 111 West Huron Street Buffalo, Erie County, NY 14202 Requirement The Government is seeking services to develop marketing materials to aid in the sale of the U.S. General Services Administration?s property known as the Thaddeus J. Dulski Federal Building at 111 West Huron Street, Buffalo, Erie County, New York. The subject property is a 15 story commercial office building located in Buffalo?s Central Business District. The current effort is to develop a strategy to bring this property to the marketplace and to generate the greatest return on its sale. The intended method of sale will be through an on-line auction hosted and operated by GSA. In 2004, GSA announced that it would vacate the Dulski building of federal tenants and report the property excess. All tenants are projected to be out of the building by June 2006. Instructions to Offerors Submit three (3) copies of a proposal for completing the tasks described below. Submit the proposal in accordance with the solicitation due date. Only hardcopy proposals will be accepted, please submit proposals by US Mail/Fedex/DHL/UPS. Each copy of the proposal will be compiled in a one inch 3-ring binder with divided sections in the following format: Section 1: Include a completed copy of the provision FAR 52.212-3 Offeror Representation and Certifications Commercial Items. Section 2:Price: 1. Provide an overall Firm Fixed price for the entire project using the Line Item below: Line Item # 0001 Contractor shall provide all supervision, equipment, labor, and materials to provide a marketing materials concpt plan, and develop the marketing materials for the sale of the Dulski Federal Office Building Located at 111 West Huron St., Buffalo NY 14202. Total Price____$________________ 2. Provide a cost breakdown explaining the rationale on how the overall price was achieved. Section 3: Past Performance: 1. Provide a list of three (3) recent (within the past three years) and relevant (similar in size and scope) references, include the company point of contact name, phone number, and address. GSA intends to call all references prior to award of contract. Section 4: Past experience: 1. Provide a 1 page summary of major advertising/marketing campaigns conducted within the last three (3) years. Include brief descriptions of each project, any awards or recognition received for the project, and the projects overall outcome. 2. Provide the marketing materials produced by your company for three (3) projects similar in size and scope to the project described herein. Section 5: Project Approach: 1. Submit a summary explaining the marketing approach and recommended materials you would utilize on this project and how you will accomplish the objectives within the timeframes specified. (identify major themes, target audiences, and processes used to achieve results) 2. Identify and submit resumes for all key personnel that will contribute to the project directly. (The personnel specified in your proposal are considered to be essential to the work to be performed under the contract. Prior to diverting any of the specified individuals to other programs, the Contractor shall notify the Contracting Officer reasonably in advance and shall submit justification (including proposed substitutions) in sufficient detail to permit evaluation of the impact on the program. No diversion shall be made by the Contractor without the written consent of the Contracting Officer; provided, that the Contracting Officer may ratify in writing such diversion and such ratification shall constitute the consent of the Contracting Officer required by this clause. The contract may be modified from time to time during the course of the contract to either add or delete personnel, as appropriate.) During the evaluation process the importance of Price will be weighted slighty less than the technical factors of Past Performance, Past Experience and Project Approach combined. GSA intends to award to the contractor whose proposal represents the best value/tradeoff to the Government. The Government intends to evaluate proposals and award without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore the Offeror?s initial proposal should contain the offeror?s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. All amendments and other informational documents such as question and answer sets that are issued by the contracting Officer prior to the closing date for proposal submission will be distributed through the www.fedbizopps.gov under the combined Synopsys and Solicitation GS-02P-06-PW-000B. Timeframes for project development Within ten (10) working days of receipt of the Delivery Order, review existing documentation, materials and meet with GSA to form preliminary concepts. This phase of the project involves the collection and preparation of information leading to the development of the Marketing Materials Concept Plan. On December 14, 2005, meet with and discuss the general scope and overview of the intended Marketing Materials Concept Plan to GSA and City of Buffalo officials in Buffalo, New York. Within twenty (20) working days of receipt of Delivery Order, submit a draft Marketing Materials Concept Plan. The concept plan must be based upon a thorough understanding of the market conditions in downtown Buffalo, the range of potential buyers of the property, and the property?s unique assets. The concept plan will form the foundation for branding the Dulski building for a sale to the private sector. The final Marketing Materials Concept Plan is due No Later Than (NLT) January 13, 2006. All deliverables must be finalized and approved by GSA No Later Than (NLT) March 1, 2006. Final Promotional Materials Based on the approved Marketing Materials Concept Plan, develop promotional materials to be used by GSA in marketing the property. The minimum required materials shall include but are not limited to: A brochure detailing the major assets of the building (hard copy and PDF version). A brochure detailing the assets of the property?s location: downtown Buffalo (hard copy and PDF version). A presentation folder which will hold GSA?s official Invitation for Bids and the above two brochures (GSA logo to be displayed on the folder). Other promotional materials suitable for direct mailing. Four (4) ?For Sale? signs to be displayed on and around the property (at least 4? x 5?). Develop a promotional website describing the major assets of both the building and the location. Maintain and operate the website on an Internet accessible server with an appropriate domain name for a minimum of six months. GSA will provide a link to the site and an appropriate link will be generated to the GSA auction site. Newspaper display advertisements in ? page, ? page and full-page sizes (hard copy and editable Microsoft Word versions). Develop an advertising placement strategy and timing schedule. Deliver a mailing list (in the form of mailing labels) of potential purchasers of the property, to be used for direct mailing (including major real estate entities, Real Estate Investment Trusts, and others). The Government reserves the right to request additional work within the scope of this contract. A modification may be issued to delete and/or add requirements to the list above. Provide professional quality site photographs and video in support of the materials listed above. Reporting Upon the completion of each individual task listed under marketing materials required, the contractor shall submit to GSA the final product for approval. Contractor shall provide through a teleconference meeting with GSA a weekly progress update. Throughout the process, the Contractor shall provide working drafts of products through electronic media to be reviewed by GSA. The Contractor shall attend any meeting requested by GSA that is related to the project.
