- DUE: 15 JANUARY 2006 The Space and Naval Warfare Systems Center, Charleston (SSC-CH), Code 70 Intelligence and Information Warfare Systems Engineering Department and Code 741 Law Enforcement Advanced Technology Branch, is seeking information on BIOMETRIC AUTHENTICATION DEVICES FOR MOBILE COMPUTERS IN THE MARITIME ENVIRONMENT WHICH CAN BE OPERATED IN HARSH ENVIRONMENTS INCLUDING OPEN WATERCRAFT. Only commercial off-the-shelf (COTS) products available to the general public on the open market are desired. No products that are undergoing research and development or beta testing will be accepted. SSC-CH is only interested in information on biometric authentication (logon) devices that are currently available to the emergency responder community. Devices specifically designed for or compatible with rugged mobile computers (i.e., COTS wireless-ready notebook PC) and work with a PCMCIA slot are of particular interest. Hardware options, software for interfacing with system networks, power requirements, interoperability specifications, are particularly desired. The system should also provide the ability to integrate new and emerging technology; this should encompass compliance with current biometric standards. Various federal, state, local, and tribal government and law enforcement agencies, military disaster control personnel, and area disaster/emergency response personnel will potentially use these devices in a multitude of applications. Determination as to information suitability will be made by SSC-CH based on the objectives of this request. The information collected in response to this Request for Information (RFI) will be used as part of a SSC-CH, Code 741 technology study which will provide quality, objective, relevant descriptions of rugged biometric authentication devices available for emergency responder and security professional equipment. A final report will describe the technologies, applications, considerations for use, and options and will provide emergency responder communities with the accurate information they need in order to make informed decisions regarding available rugged biometric authentication devices. The unclassified study will be disseminated to federal, state, local, and tribal government agencies. The Department of Homeland Security, Office of State and Local Government Coordination and Preparedness (SLGCP) is sponsoring this program. SLGCP is responsible for enhancing the capacity of state and local jurisdictions to respond to, and mitigate the consequences of, incidents of domestic terrorism, particularly those involving weapons of mass destruction, through coordinated training, equipment acquisition, technical assistance, and support for federal, state, and local exercises. SLGCP established the System Assessment and Validation for Emergency Responders (SAVER) Program to assist emergency responders in performing their duties. For more information on the SAVER Program see http://saver.tamu.edu.SSC-CH will determine whether the information received is suitable for this program based on the objectives identified in this request. All information received will be treated as public knowledge and may be used in the assessment; therefore, vendors should not submit proprietary information in response to this RFI. All data received in response to this RFI marked or designated as corporate or proprietary information will be disposed of, and the information will not be considered for evaluation. By providing this information the vendor agrees that any text, graphics, photographs, tables or specifications in the provided literature may be used in the production of the study report or Technical Note on rugged biometric authentication devices and subsequently published. Please provide the following information, organized as shown, on rugged biometric authentication devices: (1) A brief description (75 words or less) of the rugged biometric authentication device, (2) Potential applications and usefulness in open watercraft usually deployed in missions that may include explosives, health hazards, etc., (3) Functionality based on the potential applications, (4) Cost, including unit, operating, warranty, and maintenance costs, and identify a location for a repair facility, (5) Technical specifications and industry standards such as size, mounting, use in hazardous and harsh environments, power requirements, integration with logical systems, weight and operating temperatures, (6) A copy of the device???s data sheet and operating parameters, (7) A listing of current users (with points of contact), (8) Contact and sales information, (9) Electronic copies of diagrams, drawings, and/or graphics that would assist the user in understanding the device or system. The submitted electronic diagrams, drawings, and graphics shall be evaluated for inclusion in published reports. This announcement is for information gathering purposes only. Submittals: Respondents are welcomed to provide information in the form of product brochures, press releases, technical specification sheets, independent assessment results, reprints of trade journal articles, etc, although electronic media are preferred (CD, diskette, or internet link). Submissions should include complete data sheets, pertinent company information, including contact person, phone number, fax number, and e-mail address. Submission of information serves as permission to republish any submitted materials in reports on this technology study. Please provide 3 copies of any printed material.
