- The Marine Corps Systems Command intends to award additional tasking to the existing contract with Humansystems Incorporated, 11 Farquhar Street, Guelph, Ontario, Canada N1H 3N4 on a sole-source basis, using simplified acquisition procedures, for support of the Marine Expeditionary Rifle Squad program. The new task will include facilitation of an Outer Tactical Vest Integration Subject Matter Expert (SME) Requirements Generation Conference utilizing approximately 70 SME?s from 2d Marine Division at Camp Lejeune, NC and First Marine Division at Camp Pendleton CA. These conferences will take place at Camp Lejeune, NC 7-8 December 2005 and at Camp Pendleton CA 14-15 December 2005 in order to support a near term Outer Tactical Vest Integration RFP and Program effort. The conferences will provide prioritization of user requirements and support critical trade-off decisions in requirements specification, and subsequent user testing and evaluation of candidate systems. Humansystems Inc is responsible for developing a listing of key requirement issues to investigate with the user group, preparing the workshop software, planning the (2) two day formats of the conferences, and facilitating the conferences. Humansystems will then analyze the results of the workshop and provide reports summarizing these findings for the Outer Tactical Vest Integration Program. Humansystems Inc was selected as a sole source based on previously conducting an identical workshop for the U.S. Marine Corps on the current contract and due to the compressed timeline for the Outer Tactical Vest Program?s desire to solicit and award a future competitive Contract for OTV Modifications. Humansystems Inc previous work with Marine Corps human system integration information and efforts will be utilized to support this SME Conference. No RFP is available for competitive bidding, however interested parties may submit a statement of capability for satisfying this requirement no later than 3 PM EST on 28 November 2005 to Mr. Larry Gillman, larry.gi llman@usmc.mil. See Notes 1 and 22. The applicable NAICS code for this effort is 541690. The expected period of performance for this contract is 90 days from date of contract. Anticipated value of Tasking: $65k.
