Description
TO: Prospective Proposers RE: Turkey: Soma Wind Farm Project Reference No. 200581017B SUBJECT: Amendment to the Request for Proposals DATE: Tuesday, November 8, 2005 This announcement serves to inform prospective proposers on the above-referenced project to send one (1) original proposal and four (4) copies to the project sponsor, Bilgin Elektrik in Ankara, Turkey. Amendment No. 1: No fewer than one (1) original and four (4) copies of the proposal shall be sent to the project sponsor in Ankara, Turkey. Section 2.14 of the RFP package shall now read as follows: Each proposal must be sealed to ensure confidentiality of the information. The proposals should be individually wrapped and sealed, and labeled for content including "original" or "copy number x"; the original and four (4) copies should be collectively wrapped and sealed, and clearly marked for content. Neither USTDA nor the Grantee will be responsible for premature opening of proposals not properly labeled. Section 3 of the RFP package shall now read as follows: To expedite proposal review and evaluation, and to assure that each proposal receives the same orderly review, all proposals must follow the format described in this section. Proposal sections and pages shall be appropriately numbered and the proposal shall include a Table of Contents. Offerors are encouraged to submit concise and clear responses to the RFP. Proposals shall contain all elements of information requested without exception. Instructions regarding the required scope and content are given in this section. The Grantee reserves the right to include any part of the selected proposal in the final contract. The proposal shall consist of a technical proposal only. No cost proposal is required as the value of the USTDA grant is established at U.S. $245,780 dollars. Offerors shall submit one (1) original and four (4) copies of the proposal. Proposals received by fax cannot be accepted. The following sections and content are required for each proposal: Transmittal Letter, Cover/Title Page, Table of Contents, Introduction and Executive Summary, Company Information, Organizational Structure, Management Plan, and Key Personnel, Technical Approach and Work Plan, Experience and Qualifications, and Miscellaneous. Detailed requirements and directions for the preparation of each section are presented below.
