Description
The USCG Engineering Logistics Center intends to issue a Purchase Order for various Circuit Card Assemblies. It is the governments belief that only SUNAIR ELECTRONICS INC can Provide the required items for the following reasons: See Justification for other than full and open competition. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION UNDER $100K 1. Activity: REQUEST FOR PURCHASE 2. PR#: 216B4200HB051-0000 3. Description of Supplies or Services: . PURCHASE OF NSN?S 5998-01-343-3984, 5998-01-496-4599 and 5998-01-496-9832 4. Estimated Value of Procurement: $TBD 5 Recommended Sources: SUNAIR ELECTRONICS, INC 6. Reason for Sole Source/Limited Sources: ( ) Only one source (unique capabilities) ( X ) Proprietary drawings, specifications, and/or engineering data, patents, copyrights ( ) Brand Name essential to the Government?s needs. ( ) Standardization Program supported by Agency Head Determination and Findings (D&F). ( ) Unusual and Compelling Urgency (limited sources) Briefly Explain: 1. FAR 6.302-1 (a)(2)(iii) (B), For DOD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency?s requirements for enhanced HF communications. This procurement will allow the purchase of CG/URC-1 (V) piece parts. These piece parts are available from Sunair Electron-ics, Inc. only. 2. In accordance with FAR 10.001(a)(3) (i) the USCG conducted a market research utilizing the World Wide Web, Thomas Registers?, Manuals, other vendor?s Commercial Catalogs and GSA Supply Schedules, in order to locate as many capable sources of supply for these radios as possible. The only vendors located are the OEM, Sunair Electronics, Inc, 7. Impact to the Government if not awarded in accordance with the above: All parts must be physically the same in form, fit and function as the already supported CG/URC-1 (V). Any deviation from this standard will significantly increase the cost for support and will adversely impact the United States Coast Guard (USCG) command and control communications, interoperability with DHS agencies, Joint Military Operations and communications with the boating public. This system also supports law enforcement, search and rescue, migrant interdiction and environmental protection. This procurement will ensure that the pipeline is fully populated to accommodate the demand and keep the availability of the CG/URC-1 (V) on track as the HF Low Power Re-placement Project, (HFLP) continues.
