Description
The USCG Engineering Logistics Center intends to issue a Purchase Order for a ANTENNA 538 DF, LA-73. It is the governments belief that only JOINT ELECTRONICS DESIGNATION, PART NUMBER LA-73, can Provide the required items for the following reasons: See Justification for other than full and open competition. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION UNDER $100K 1. Activity: Request for Purchase 2. PR#: 216B830300003 3. Description of Supplies or Services: Purchase of the following: a. Direction Finder Standard Antenna, W/S 18?, 5985-01-474-8786, p/n IES-LA- 73, thirteen (13) each. 4. Estimated Value of Procurement: To be determined. 5. Recommended Sources: A. Reason for Sole Source/Limited Sources: ( ) Only one source (unique capabilities) ( X ) Proprietary drawings, specifications, and/or engineering data, patents, copyrights ( ) Brand Name essential to the Government?s needs. ( ) Standardization Program supported by Agency Head Determination and Findings (D&F). ( ) Unusual and Compelling Urgency (limited sources) Briefly Explain: 1. The U. S. Coast Guard (USCG) intends to issue a firm fixed price contract to Ideal Electronic Security CO. who will obtain through SI-TEX Marine Electronics, Inc. thirteen (13) Direction Finder Standard Antenna Assemblies, p/n IES-LA-73. This part is in support of the IES-KDF-538, Direction Finder used onboard various Coast Guard cutter platforms. 2. When the original item was procured by USCG Headquarters there were no requirements specified for manufacturer engineering drawings, test procedures, or test specifications. According to Ideal Electronic Security CO, the antennas were not developed with USCG funds. Because the USCG did not acquire rights to the antennas, the technical data regarding the subject hardware is proprietary to Ideal Electronic Security CO. 3. FAR 6.302(a)(2)(ii), pursuant to 10 U.S.C. 2304(c)(1), permits contracting for supplies or services when the supplies or services required by the agency are deemed available only from the original source(s) for the continued development or production of a major system or highly specialized equipment. These antennas are part of a specialized equipment necessary to provide basic mariner safety. 4. In accordance with FAR 7.101, the USCG conducted a market research utilizing the World Wide Web, Thomas Registers? Manuals, Commercial Catalog, Federal Supply Schedules, National Stock Numbers (NSN), etc. in order to locate as many capable sources for the antennas as possible. There was only one company that can supply the antennas to the USCG, Ideal Electronic Security CO, Wash, D.C. According to the USCG, Engineering Logistics Center, Ideal Electronic Security CO is the sole-source manufacturer capable of supplying the antennas without long-term development. 7. Impact to the Government if not awarded in accordance with The above: If the USCG is unable to obtain replacement antenna assemblies compatible to the original IES-KDF-538 equipment, it will be forced to recapitalize the entire IES- KDF-538 equipment population as they fail. This would lead to a lack of adequate spares and would greatly decrease the Coast Guard?s capabilities of monitoring VHF and emergency distress beacon transmissions, in turn reducing it?s ability to respond adequately to it?s lifesaving missions. 8.
