- This FEDBIZOPPS Announcement modifies notice "Reference-Number-FSACOD-05", posted February 22, 2005, that stated Federal Student Aid (FSA) intended to award to Accenture a one (1) year sole source contract with a one (1) year option at the discretion of the government. The Office of Federal Student Aid (FSA) of the Department of Education intends to award a seven (7) month sole source contract with three (3) one (1) year options, at the discretion of the government, to Accenture. Accenture's Common Origination and Disbursement (COD) system supports the origination and disbursements of funds for FSA's Pell Grant and Direct Loans programs to post-secondary schools and students. The intended contract will be for COD System operations, maintenance, call center, technical, documentation support, and update the system to support new Award Years. FSA believes that Accenture is the only source possessing the necessary existing information, resources, and expertise to meet the FSA's Pell Grant and Direct Loan program requirements within the time required by FSA. As a result of a competitive procurement, FSA awarded a contract for the integration of COD into a new financial aid delivery system referred to as Advance. The contract that FSA intends to award to Accenture is necessary to continue services for COD until the new Advance system is in production.
