Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI),Consolidated Operations Acquisition Center (COAC), intends to negotiate and award a purchase order on a noncompetitive basis to Ms. Patricia E. Davis, 13907 Lullaby Road, Germantown, Maryland 20874, to provide acquisition expert consultant services. STATEMENT OF WORK: Specifically, the Contractor shall perform pre-award contract specialist work from the point of receiving a new initiative to award. The work entails creating an Acquisition Plan/Request for Contract, preparing the independent government cost estimate, preparing the Request for Proposal, responding to offeror;s questions, participating in peer review, documenting the competitive range, negotiating with potential offerors documenting the source selection decision, obtaining clearances, documenting the contract file, and writing the contract. Many of these tasks are done collaboratively with the project officer. The consultant shall present her recommendations to an NHLBI, COAC Contracting Officer and in no way shall bind the government to a course of action. While performing these task, Ms. Davis shall provide on-the-job training to other Contract Specialist as requested. In addition she will serve as a liaison between a new Project Officers from NHLBI?s COAC Customer Institute, helping with writing statements of work, justifications and evaluation criteria. Ms. Davis shall perform pre-solicitation and pre-award contract file reviews. This project is expected to required 384 man hours during the period of performance, beginning the date of award and for approximately six (6) months for an average of two (2) days (16 hours) per week. The sole source determination is based upon the knowledge, skills and expertise associated with Ms. Davis?s 30 years of employment with the National Heart, Lung and Blood Institute (NHLBI) in acquisitions. Ms. Davis has extensive knowledge and experience of all phases of the NHLBI research contract process. She is familiar with the Federal Acquisition Regulations (FAR) and NIH/NHLBI contracting policy procedures and practices used within the COAC. Ms. Davis has extensive experience in clinical trials and epidemiology studies. This knowledge base, coupled with her expertise in all phases of contracting, makes Ms. Davis an ideal individual to perform the required tasks. An award to any other source would affect NHLBI?s anticipated outcome based upon Ms. Davis?s experience, and would not provide cost savings to the Government. The North American Industry Classification(NAICS) Code is 541990 and the Size Standard is $6.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition Requirement is not applicable to simplified acquisition. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements, and submit a statement of interest which includes; documented experience of knowledge in all phases of the Federal Acquisition Regulation (FAR) and also familiar with the scientific programs of the NIH as well as the organization structure and staffing. The statement of interest must propose a methodology of assuring the achievement of timely and acceptable performance of the work, as well as the proposed method for administration of costs relevant to this contract, and at least three (3) references documenting past performance experiences and completion of projects. The submission will be evaluated on the Offeror?s hourly rate, documented knowledge, skills, abilities, and experiences as reflected in the statement of interest, and past performance. The statement of interest must be submitted on or before November 23, 2005 12:00 noon. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
