- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This incorporates provisions and clauses are those in effect through Federal Acquisition Circular 06. This is a small business set-aside under NAICS code 541990 and small business size standard of $6.0 million. FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to Ann Reifman, 3000 Connecticut Ave NW, Washington, DC, to provide clinical genetics research to determine whether an individual meets our clinical diagnostic criteria in order to become qualify as a participant in the study under protocol 95-M-0150. Period of Performance for this requirement is approximately 12 months. Dr. Reifman is uniquely qualified because of her expertise in genetics and schizophrenia expertise in similar research. She has conducted in depth interviews of patients with severe mental illness, siblings of these individuals and control subject to determine accurate clinical diagnoses. Dr. Reifman has over 30 years of specialized experience as a clinical psychologist and has worked the last 20 years with NIMH, NIH in various studies involving schizophrenia. She has performs clinical diagnostic interviews of control subjects and patients with schizophrenia. Dr. Reifman has been and is operating an independent practice of clinical psychology where she provides individual, couples and group psychotherapy; and lecturers on treatment of schizophrenia. She has also worked as a Coordinator, Adult Track: Clinical Psychology Internship Clinical Psychology. The sole source determination is based upon the knowledge, skills and expertise that Dr. Reifman possesses. An award to any other source would affect the NIH?s prior and current research involving protocol #95-M-0150 entitled, ?Genetic Study of Schizophrenia? would not provide any cost savings to the Government. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
