Section 1 Description of Services 1. INTRODUCTION 1.1 Description of Services. This effort supports a complete turnkey reengineer and upgrade of the ACC/A3X conference room (a.k.a. COMACC VTC) audiovisual (AV) and video teleconference (VTC) systems located at 205 Dodd Blvd, Room 224, at Langley AFB, VA. Contractor will provide services to support the conference room reconfiguration and system upgrade. 1.2 Scope. Redesign and replace conference room AV and VTC equipment. This will be a best value acquisition rated in the following order, quality and state-of-the-art technical capability being rated higher than delivery time or price. Need relocation of equipment to improve control room functionality and use. The term ?customer? designates the conference room user or conference attendee. The term ?operator? designates the person who maintains the room and room equipment (two AV equipment operators and two VTC equipment operators). 1.2.1 Period of Performance: Contractor shall have all necessary equipment and supplies available to start work within 5 business days of notification of award. Complete all work within 10 work days of notification of award. Work hours are 8:00 am to 5:00 pm Monday through Friday excluding holidays. All employees will be accompanied by a government representative for escort while in the building. All employee?s must be able to speak, read and understand English. The following requirements are required of all employee?s: full name, social security number, valid driver?s license and current proof of insurance if driving on base, and theymust provide a home address for base pass processing. 1.3 Background and Objective. 1.3.1 Most of the conference room AV and VTC equipment is good but the condition and age makes reliability a risk. Wiring is unlabeled, unsecured, excess cabling is coiled on the floor and obsolete cables not removed. Moving around the room and access to most equipment is difficult. Customers have access to all equipment and can change setting that cause operation problems and failures. No laptop port exists at the conference room table for customers easy input to the AV system. Remote controls aren?t configured for efficiency and menu navigation isn?t obvious to user. Equipment racks are in the way of operators?a legacy from earlier configuration no longer relevant. Projector images don?t fill the screens due to projectors throw distance limits, brightness limits and crypto rack placement. Crypto cabinet door blocks projection when open making troubleshooting or equipment access impossible during projector operation. Crypto cabinet must be moved. Audio between control room and conference room is poor at best making it difficult for operator to answer customer questions. 1.3.2 Objective is a total upgrade of all audio, video, presentation, and video-teleconferencing (VTC) network capabilities in support of all facility activities. Prepared a flexible, fully automated, and very reliable audiovisual and videoconferencing system design package using high-quality and high-resolution devices for the best possible audio and visual intelligibility. The design must reflects a Command Headquarters large conference room upgrade solution that will provide outstanding performance for all presentation and videoconferencing requirements for the next 5-7 years with daily use. Some of the key conference room features include: 1.3.2.1 New High Resolution Video Projection System with Short Throw Lens 1.3.2.2 New state of the art fixed and wireless touch screen control of all peripheral devices and subsystems providing operational simplicity and control of the entire audiovisual and videoconferencing system from the control room facilitator station or floor space during mobile operation. 1.3.2.3 New video routing, audio routing, and control system infrastructure capable of sending any peripheral source to any local display or far end destination in native resolution. 1.3.2.4 New classified and unclassified Polycom videoconferencing capability in ISDN while posturing for IP 1.3.2.5 On Demand selection and presentation control of up to (3) GFE laptop and desktop computers from remote control system 1.3.2.6 New microphone capability for 2-way communications with between the conference room and the control room 1.3.2.7 Turnkey single vendor design, installation, and maintenance for the proposed solution. 1.3.2.8 Vendor 90 day on-site repair warranty and 1-Year manufacturer warranty 1.3.2.9 Premium plus maintenance with 24 x 7 telephone support, next day on-site repair, software upgrades, quarterly maintenance, and remedial training 1.3.2.10 Provide customers controlled access to a laptop port at the conference room, control room computers, CD/DVD and VCR but locking away equipment and controls the customers don?t need. 1.3.3 The main conference room is 38 feet long and 24 feet wide with drywall walls, 8? high drop ceiling and a false floor with carpet and data box access. The control room is 18 feet long and 11 feet wide. Existing Conference Room Layout 1.3.4 Existing equipment is as follows: Polycom VS 4000 Codec. Polycom Vortex 2280 Mixer 3 Sony D-100 Cameras 2 JBL EON Wall Speakers 2 NEC MT 1056 Projectors Crestron AV/2 control system with 1 wired Touch panel and 2 Wireless Touch Panels Crestron CNPWS-75 2 Crestron CWMK 2 Crestron CMWM Kramer VS 848 8x8 Composite Video switcher Kramer VP 88 8x8 RGBHV switcher 2 Kramer Tools DA2 2 Extron VGA DA2 JVC HR 53901U VHS Player Recorder JVC XV-FA902 DVD Player 2 17? KDS Flat LCD Monitors 2 Panasonic Color video Monitors AMS 4000 Mic mixer (Not used) Toa A-506A (Not Used) 1.4 Specific items of interest. The following is a checklist for expected changes: 1.4.1 GFE equipment to integrate into the new configuration: 1.4.1.1 Crypto equipment rack and all crypto equipment in rack and move out of the projection path 1.4.1.2 Polycom ISDN interface components 1.4.1.3 Two tower computers systems 1.4.2 Specific replacement needs: 1.4.2.1 Replace VTC CODEC Polycom VS4000 with two Polycom CODECs of equivalent capability to prepare for Langley AFB imminent IP VTC conversion. One CODEC must operate in ISDN with existing crypto equipment and also non-secure until IP is available. 1.4.2.2 Replace two video projectors so image fills the screen (screens are 8? X 6? rear projection with 9.5? throw distance). No folding image mirrors. Musat be 3500 ANSI Lumen with minimum XGA resolution 1.4.2.3 Replace open rack with enclosed rack with locking door 1.4.2.4 Update audio between equipment room and conference room so operator and customer can communicate between equipment room and conference room 1.4.2.5 Add audio line from the audio mixer with remote speaker in the equipment room to allow VTC facilitator to monitor the transmit & receive of audio for VTC operations 1.4.2.6 Run a laptop port to the conference room table to reduce customer need to access equipment room 1.4.2.7 The government retains possession of all old equipment--no trade in for discounts. 1.4.3 Perform the following actions: 1.4.3.1 Move equipment racks to allow better use of room space 1.4.3.2 Remove all obsolete equipment and wiring from racks 1.4.3.3 Remove the two video monitors and integrate equipment preview function through existing computer monitors 1.4.3.4 Relocate DVD player and VCR outside of rack for ease of customer access and use 1.4.3.5 Label all wiring, secure to rack in neat orderly manner to aid troubleshooting 1.4.3.6 Program of remote control touch panels to simplify operation 1.4.3.6.1 Work with the operators to incorporate unique needs and equip all remote control panels with both customer controls and password protected operator controls. 1.4.3.6.2 Customer remote: Limit control touch panel?s inputs to basic functions of AV and VTC equipment on separate screens 1.4.3.6.2.1 Add single default setting reset button for AV and VTC systems to return all equipment to preferred settings 1.4.3.6.3 Operator remote: Password protect remote access. 1.4.3.6.3.1 Give operators full functionality to PM, troubleshoot, and program equipment including PM recalibration of touch panel action icons 1.4.3.6.3.2 Enable panel with two default settings reset buttons to return AV and VTC room equipment to preferred settings 1.4.3.6.4 Provide copy of final touch screen control panel program source code to operators 1.4.3.7 Provide complete equipment and wiring configuration diagrams 1.4.3.8 Provide orientation of equipment and wiring troubleshooting for four operators 1.4.3.9 Provide training on Crestron remote control capabilities for four operators 1.4.3.10 Follow-up visit 45 days after completion to tweak program of remote functions if needed 1.4.4 Premium plus maintenance with 24 x 7 telephone 6:00 am through 6:00 pm support, next day on-site repair, software upgrades, quarterly maintenance, and remedial training on AV and VTC systems 1.4.5 The government retains possession of all old equipment--no trade in for discounts. Section 2 Services Delivery Summary Service Location: ACC/A3X conference room (a.k.a. COMACC VTC) located at 205 Dodd Blvd, Room 224, Langley AFB, VA 23665. All service activities schedule must be coordinated with the service location POC. Request equipment delivery at time of repair?there isn?t storage space to preposition materials at 205 Dodd Blvd. Work hours are limited to 8:00 am to 5:00 pm Monday through Friday excluding holidays. Workers will be accompanied by a government representative for escort while in the building. Government retains ownership of all obsolete and removed equipment. This requirement will be awarded pending availability of funds IAW FAR 52.232-18. This is a best value acquisition, the statement of work has the criteria. A site visit will be held on 23 Nov 05 at 1000 at 205 Dodd Blvd, Room 224, at Langley AFB, VA.
