- The US Army Corps of Engineers, Portland District, Sandy River Delta, Section 536 Project, Troutdale, Multnomah County, OR, intends to award a Firm-Fixed Price (FFP) service contract to a contractor able to provide all personnel, equipment, tools, ma terials, vehicles, supervision, and other items necessary to perform the removal of invasive, non-native, vegetation from a 50 acre parcel located in the Sandy River Delta Park, Troutdale, Oregon using goats. During the performance of the contract, the la ws, ordinances, rules, and regulations of Federal and Oregon State shall be complied with regarding the protection of the environment and workers. Where the requirements of these specifications and Federal, State, Regional or local regulations vary, the m ost stringent requirements shall be enforced. Services shall be delivered to the location specified, no later than 1 April 2006, after award of contract, and all on-site activities shall be completed, on or before 16 June 2006. Contractor shall submit a schedule for completing the work as part of the bid proposal. The work to be performed during the prosecution of this contract consists of the removal of vegetation from the approximately 50 acres adjacent to the Sandy River that are within the 200 foot shoreline restricted zone for herbicide use. The work shall be performed by goats and managed by an onsite herder. The primary vegetation of concern on the site is Rubus armeniacus and R. laciniatus exotic blackberries, teasel, and reed canary grass. The North American Industry Classification System (NAICS) cod e for this acquisition is 115310 with a small business standard size of $6.0 million in volume. The Request for Quote (RFQ) will be issued and available to download from the US Army Corps of Engineers, Portland District, Internet Website on or about 18 November 2005. The quote will be due on or about 17 February 2006 by 4:00 pm PST. Responses received after that date and time may not be considered. Please be aware that facsim iles will not be accepted.
