- This requirement is being procured in accordance with FAR Part 14, Sealed Bidding. The U.S. Fish and Wildlife Service intend to issue Invitation for Bid (IFB), number 401816B004, to Replace Water Supply Line at the Noxubee National Wildlife Refuge, 2970 Bluff Lake Road, Brooksville, Mississippi 39739. Work consists of supplying all materials, labor, supervision and equipment to replace a two inch water supply line along Bluff Lake Road. Specifications and drawings are applicable in this project. The proposed contract is subject to full and open competition in accordance with FAR 6.401. The Size Standard is $6 million. The NAICS code is 221310. Estimated price range is between $100,000 and $250,000. The IFB will be issued electronically on the Federal Business Opportunities web site at http://www.fedbizopps.gov. Responses to the IFB shall not be issued electronically. Fax copies will not be accepted. Paper copies will be accepted by mail. Questions or clarifications concerning any ambiguities in the solicitation shall be immediately addressed in e-mail to lawrence_mccoy@fws.gov. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated the following viewers will be needed to view the solicitation and attachments posted: Microsoft Word (.doc) and Adobe Acrobat Reader (.pdf). A firm-fixed price contract will be issued, with a performance period of 120 days. The anticipated date for the issuance of solicitation is 12/06/05. The date and time for receipt of solicitation responses is 1/10/05 at 2:00 p.m. EST. The anticipated date of award will be on or about 1/13/05. This award is being issued pursuant to the Small Business Competitiveness Demonstration Program. NOTE: In order to be eligible for award all prospective bidders must be registered in the Central Contractor Registration (CCR) and may register at http://www.bpn.gov. CCR registration requires applicants to have a Dun & Bradstreet Universal Numbering System (DUNS) number from Dun and Bradstreet to register at the CCR web site. If you do not have a DUNS number, you may contact Dun & Bradstreet at http://www.dnb.com or call 1-800-333-0505. All prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR).
