This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS (http://www.fedbizopps.gov) and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-06-T-0116. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-06 and DFARS Change Notice 20051114. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 611310 and the Small Business Standard is $6.0M. This is a sole source action with American Society for Engineering Education (ASEE), Washington, DC, due to ASEE being the sole contractor to provide a fellowship/scholarship program aimed at increasing the development, recruitment, and retention of individuals with knowledge, skills and abilities in science, mathematics, and engineering critical to the mission of the DoD. The Fleet and Industrial Supply Center, San Diego, Detachment Seal Beach requests a response from ASEE to provide: Scope: The Naval Postgraduate School (NPS) is the executive agent for the ?Science, Mathematics, and Research for Transformation (SMART) Defense Education Program ? National Defense Education Act.? SMART is fellowship/scholarship program aimed at increasing the development, recruitment, and retention of individuals with knowledge, skills and abilities in science, mathematics, and engineering critical to the mission of the Department of Defense. The program requires the identification, evaluation and appointment of undergraduate and graduate students to US colleges and universities. To carry out this mission, NPS requires the contractor to promote the program, build and host a website, accept online applications, prepare applications for review including eligibility requirements, support inquiries from applicants, and maintaining databases. The contractor must be highly visible in the academic environment and have a history of effectively supporting other related DoD programs. Ideally the contractor will have successfully performed a similar service for the SMART pilot program (http://www.asee.org/resources/fellowships/smart/index.cfm) that was carried out in FY05. Background: SMART is part of a concentrated effort by the office of the Director, Defense Research and Engineering (DDR&E) to improve the flow of new talent into DoD laboratories and Agencies and to enhance the talent already present, and it augments the efforts of other programs such as the National Defense Science and Engineering Graduate Fellowship Program; NSF Graduate Research Fellowship Program; Naval Research Lab Fellowships. To carry out the SMART mission effectively and efficiently we need to advertise the program widely among US citizens interested in graduate and undergraduate science and technology (S&T) programs. Required to have a methodology for accepting and evaluating applicants and for positioning SMART to be seen as one of a group of programs supporting the human resources development of DoD. Tasks: The contractor will promote the SMART program, build and host a website, accept online applications, prepare applications for review including eligibility requirements, support inquiries from applicants, and maintaining databases. Publicity will be directed at generating applications from students (US citizens only) for undergraduate and graduate studies in areas of science, mathematics, and engineering in the disciplines listed in the program announcement. Media Campaign: The contract will create a promotional campaign primarily by means of electronic announcements and postings in academic newsletters, based upon textual materials supplied by NPS. Electronic media campaign will consist of the following: Emails to engineering deans, department heads and individuals nationwide announcing the opportunities for the SMART Scholarship Program and the opening of the application cycle; Additional emails to at least 10,000 S&T faculty members; Advertisements in the contractors own magazine; Email announcements targeting additional science, mathematics and other SMART disciplines via membership association newsletters, listservs, and websites (representing approximately 50,000 individual and student members); Electronic announcement to members of the Association of College Honor Societies (ACHS) reaching 63 member organizations; Electronic announcement to members of the National Association of Fellowship Advisors (NAFA) reaching over 250 universities nationwide; Electronic mailing of a press release to campus newspapers, honors programs, and career placement centers reaching over 2,000 individuals at universities nationwide; Electronic mailing of a press release to approximately 3,000 Deans and Department Heads representing all SMART disciplines; Development of electronic posters that can be downloaded via the contractor?s SMART website that will be referenced in all program materials. Website: The contractor will build and host a website for the SMART Scholarship Program: The website will hold at a minimum the program announcement, the application, frequently asked questions and a means for applicants to contact support staff for any related inquiries; Award winners will have access to an area holding forms and information specific to the fellows; Contractor staff will update the website whenever necessary. Application: The contractor will design and make available to the public an online application for the SMART Scholarship Program: The application(s) will be web based and will allow capture of information into a database designed for the SMART program; Information will be captured through the online application to assist with eligibility determinations; R eferee contact information will be collected online; Reference forms will be available online and optional reference letters may be uploaded electronically or sent via regular mail to the contractor; Transcripts will be matched electronically to the application; GRE scores will be collected electronically if applicable; Files will be created and maintained on awardees. Preparation of Applications for Review : The contractor will prepare the applications for Panel Evaluation (panel membership will be determined by NPS): All application materials will be electronically matched to the student?s application; All applications will be reviewed by contractor for eligibility requirements; Applications will be printed in alpha order by discipline; Contractor will produce a CD ROM of all applications for the Program Officials. Reporting: Will collect academic reports and furnish reports to the Executive Agent?s Program Manager; Will collect academic reports and furnish reports to the Executive Agent?s Program Manager Data from the fellowship/scholarship holders and their advisors annually; Will send a synopsis of the reports to the Program Manager; Will furnish reports on the specific results of the application process including demographic information; Will design the database to be capable of generating queries with comprehensive information for DoD; Will provide ad hoc reporting at the request of DoD. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 5 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote, which shall be considered by the agency. Award Criteria: Award will be made upon price reasonableness determination, contractor determination of responsibility with the meaning of FAR Part 9, and acceptance to the provisions set forth herein.
