- The Marine Corps Systems Command intends to procure on a sole source basis, software development, systems integration, and support services for the Target Location, Designation and Hand-Off System (TLDHS) from Stauder Technologies, Inc., 115 Mexico Court, Suite D, St. Peters, MO. 63376. The justification permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.? A Cost-Plus-Fixed-Fee (CPFF) for the software development and integration, Time and Materials (T&M) for engineering services, and Firm-Fixed-Price (FFP) for production options contract is anticipated. The total estimated cost of this acquisition is $12,006,000.00. The Period of Performance is from FY 06 through FY 10 (five years). The proposed contract action is to complete development and testing of TLDHS Block II and extend the Block II functionality to integrate naval surface fires through the use of Naval Fire Control Systems (NFCS). This effort encompasses support of software requirements, design, development, documentation, integration, and testing on the TLDHS. It will allow continued development of TLDHS Block II software to maintain compatibility with other digital systems as those systems continue to upgrade and change their interfaces. Stauder Technologies has developed and implemented unique algorithms in their software package. This development has resulted in an original system whose function cannot be duplicated by any existing package or by a modification to any existing package. The Government does not have the source code for TLDHS and therefore cannot provide it with a solicitation. As a result of Stauder Technologies? extensive experience, any competition would result in unrecoverable, extensive duplication of cost. Moreover, award of the TLDHS development and support contract to any other source would result! in unacceptable delays in fulfilling the agency?s requirements and co uld upset the present program schedule by introducing unknown variables and schedule risk. Based on the years taken to develop this capability to date, it is not expected that another source could step in, replicate the capability, test and field and remain on track for the Operational Test and Evaluation (OT&E) in April 2006 and successfully support and pass the OT&E event. Currently the Government does not have a technical data package which includes software. No request for proposal is available for competitive bidding. However, interested parties are encouraged to submit a statement of capability for satisfying this requirement. All communications shall be in writing. Proprietary information shall be clearly identified as such and will be protected.
