- BUDGET POLICY AND TREASURY ADVISORS The U.S. Department of the Treasury is competitively recruiting individuals to serve as Resident (long-term) and Intermittent (short-term) budget policy and treasury advisors to governmental officials of emerging economies. This recruitment is for assignments around the world. Significant international travel is required. According to the needs of a host country, advisors may, for example: assist in the creation of laws and regulations, establish/strengthen treasury functions, guide the integration of budget requirements into integrated, national, financial management systems, improve budget classification schemes, incorporate better economic and program forecasting methodologies into the budget process, implement new calendars, procedures and budget presentations, develop new expenditure regulations, charts of accounts, other coding structures, and cash management systems, and install improved internal controls, audit, procurement, accounting and cash management techniques. Knowledge of how the budget relates to key financial processes, such as debt operations, revenue forecasting and banking systems is useful. Advisors may also assist in the structuring of a governmental accounting system conforming to international standards. Qualifications: Applicants should be self-starters with an extensive background in government budget or treasury processes at the federal, state or local level. A Master?s degree in public finance or related field is preferred. Overseas experience in developing countries, military, or other government service will be viewed positively. Proficiency in French or Spanish is a significant advantage. Applicants must be U.S. citizens or U.S. resident aliens. Salaries and Benefits: Salaries are negotiated in accordance with program regulations, based on demonstrated salary history and the skills required. The salary ranges from $85,000 to $149,200. Successful applicants will be subject to a background investigation at the appropriate level. Overseas benefits are provided as allowed by federal regulations.
