Description
This notice is issued by the NASA/MSFC to post draft functional specifications via the internet (attached), and solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. Prospective offerors are invited to submit written comments or questions to: Robert Carter, no later than 12/2/05. When responding reference NNM06ZPS001L. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOps and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. Failure to respond to this RFI does not mean that a firm cannot respond to a solicitation at a later date. Interested offerors/vendors having the required specialized capabilities to meet the requirements should submit a capability statement of three pages or less indicating their ability to perform all aspects of the effort described herein, a list of the technical schedule and cost drivers associated with manufacturing this machine, and Rough Order of Magnitude (ROM)in accordance with paragraph 6.2 Technical and Cost Drivers on the Functional Specifications attached, as well as a Rough Order of Magnitude of the total cost of this effort. Where applicable, this statement should provide examples of similar equipment provided. Reponses should also include the following: name and address of firm, size of business, whether they are large, small, disadvantaged, 8(a), HUBZone, and/or woman-owned; and number of years in business. For NAICS CODE 333992, the size standard for a small business is 500 employees or less. Comments and/or questions may be forwarded to Robert Carter via electronic transmission or by facsimile transmission at robert.carter@nasa.gov or facsimile (256)544-1660. This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
