Description
This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. STATEMENT OF WORK BACKGROUND The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress with investigating every civil aviation accident in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents. The NTSB occupies office space in ten locations throughout the United States. These locations include a Headquarters facility located in Washington, DC with a materials laboratory; a small secure room; and a boardroom/conference center for board meetings, public hearings, conferences, and a variety of other events. Other NTSB facilities include an NTSB Academy training facility and regional office located in Ashburn, VA and eight other regional offices located throughout the United States. The NTSB has integrated security access control systems and closed circuit television (CCTV) systems that are centrally administered at the NTSB Headquarters location in Washington, DC and at the NTSB Academy in Ashburn, VA. The NTSB utilizes a Keyscan Access Control System to manage and record building access at nine (9) NTSB facilities. SCOPE OF WORK The NTSB has a need for a Contractor to satisfy the agency's physical security requirements that include, but are not limited to; maintenance and monitoring services for existing access control security systems, closed circuit television systems, burglar alarm systems, and all security system components at all NTSB facilities; new hardware and software installations as needed; relocation of security equipment when offices move; and set up of a Keyscan Access Control backup system at the NTSB Academy. The Contractor shall provide a Project Manager that is assigned to the NTSB and will serve as a primary point of contact for the Contracting Officer's Technical Representative (COTR). The Project Manager shall be responsible for coordinating all NTSB service requests, from initiation to completion, for nine (9) NTSB locations. The Project Manager shall have extensive knowledge of security systems and an understanding of Federal agency security requirements. In addition, the Project Manager shall be knowledgeable of the security system configurations, programming, operations, and functions at nine (9) NTSB locations in order to successfully maintain the NTSB's security systems. TASK 1 - Security System Maintenance Agreements The Contractor shall provide a maintenance agreement on all access control security systems, closed circuit television systems, and burglar alarm systems including equipment, hardware, and software at the nine sites listed below. 1. 490 L'Enfant Plaza, East, SW, Washington, DC 20594 2. 45065 Riverside Parkway, Ashburn, VA 20147 3. 624 Six Flags Drive, Suite 150, Arlington, TX 76011 4. 31 West 775 North Avenue, Chicago, IL 60185 5. 60 Forsyth Street, SW, Suite 3M25, Atlanta, GA 30303 6. 1515 West 190th Street, Suite 555, Gardena, CA 90248 7. 4760 Oakland Street, Suite 500, Denver, CO 80239 8. 19518 Pacific Highway South, Suite 201, Seattle, WA 98188 9. 8405 NW 53rd Street, Suite B-103, Miami, FL 33166 The Contractor shall provide maintenance that includes, but is not limited to, any and all repairs and replacement for existing or new locks, strikes, card readers, keypads, access control panels, digital video recorders, cameras, video monitors, turnstiles, elevator card readers, panic buttons, door release buttons, motion detectors, receivers, transformers, batteries packs, power supplies, burglar alarm systems, network interface programming, software programming and upgrades, equipment and software troubleshooting, all cabling and wires. The Contractor shall maintain all equipment listed in ATTACHMENT A and any new equipment installed as part of this contract. The Contractor shall coordinate with the Contracting Officer Technical Representative (COTR) or designee to schedule maintenance service for all nine locations. The Contractor shall provide all labor, supervision, tools, equipment, and material to maintain and/or repair access control security systems, centrally control television systems, system components, and software. In the event of a service call or failure, the COTR will notify the Contractor via phone or e-mail. For Non-emergency service, the Contractor shall have a technician on-site within twenty-four (24) hours upon being notified of the service call or failure. For Emergency repairs, the Contractor shall have a technician on-site within two (2) hours upon being notified of the service call or failure. The Contractor shall provide a written report of the service/maintenance provided upon completion of each service call, and is required to obtain a signature of approval from the COTR or designee. If equipment cannot be repaired, the Contractor shall notify the COTR and provide a written detailed work proposal describing the problem, the recommended corrective action, and provide specifications for any new equipment that may be needed. If equipment fails and is no longer available in the marketplace, the Contractor shall recommend a comparable product as a replacement. Upon approval from the COTR, the Contractor shall install and test the new equipment to ensure that it is interfaced with existing systems and is operating properly. The Contractor shall be responsible for properly interfacing all system components including required connectivity. The Contractor shall coordinate with the COTR and NTSB Information Technology (IT) Department to troubleshoot any network problems or communication problems with any and all systems. TASK 2 - Monitoring Service The Contractor shall provide monitoring service for the burglar alarm systems in the NTSB Boardroom/Conference Center and the Secure Room both located at the NTSB Headquarters facility in Washington, DC. The Contractor shall remotely monitor alarm signals from these two (2) locations. In the event that an alarm sounds, the Contractor shall notify the NTSB COMM Center at NTSB Headquarters to investigate the alarm. The Contractor shall provide activity data, when requested, as well as remote access control services. TASK 3 - Hardware and Software Installations and Relocations Upon issuance of a Task Order by the Contracting Officer, the Contractor shall install any new hardware or software and provide relocation support that may include, but is not limited to, removing, moving, reinstalling, and testing all equipment. The Contractor shall install and test the new or relocated equipment to ensure that it is interfaced with existing systems and is operating properly. The Contractor shall be responsible for properly interfacing all system components including required connectivity. The Contractor shall coordinate with the COTR and NTSB Information Technology (IT) Department to troubleshoot any network problems or communication problems with any and all systems. The Contractor shall provide, at a minimum, a one-year warranty agreement on all parts, labor, and services for new systems, system components, and/or software purchased under this contract. The Contractor shall provide on site service and repair within 24 hours of notice should new system components fail during the one-year warranty period. All funds obligated and expended under Task 3 of this contract shall be incurred and accounted for under individual Task Orders. Task Orders procedures are as follows: 1. Once the NTSB identifies a task, the COTR will contact the Contractor with the exact nature and extent of the work required and request a Proposal. At a minimum, the COTR will provide the Contractor with the dates for service, locations of service, description of equipment to be installed or relocated and any other pertinent information. 2. The Contractor shall provide a Fixed-Price Proposal to complete the work. 3. Upon review and approval of the Proposal by the COTR, the Contracting Officer will issue a Fixed-Price Task Order to the Contractor. The Contractor will be required to sign each Task Order. 4. Once issued, a Task Order may be modified in the same manner with which it was issued. 5. The Contract Administrator shall be copied on all correspondence between the COTR and the Contractor regarding Proposals and Task Orders. TASK 4 - Proximity Cards Upon issuance of a Delivery Order by the Contracting Officer, the Contractor shall provide proximity cards to the NTSB. The NTSB shall return any and all defective or inoperable proximity cards at any time during this contract, and the Contractor shall provide new replacement proximity cards within 5 business days of receipt of the defective or inoperable keycards at no additional charge to the NTSB. Funding for this task will be obligated through Delivery Orders on an as needed basis. TASK 5 -Keyscan Access Control Redundant Site The Contractor shall install a completely redundant Keyscan Access Control Hot Site at the NTSB Academy. The primary Keyscan Access Control System is located at NTSB HQ. The current set-up consists of three (3) Communication Managers with 31 panels split between them. The Contractor shall install the redundant Keyscan Access Control Hot Site, copy all data from primary system to Hot Site, test hot-site to ensure that it is functionally properly, and set-up a schedule for daily Keyscan data sync (backups) from HQ to Hot Site. The NTSB shall provide personal computers (PC) that meet the minimum specifications required to operate the access control systems and system components. DOCUMENTATION The Contractor shall provide all technical specifications, manuals, and documents for any new equipment, hardware, or software that is purchased under the terms of this statement of work. DELIVERABLES 1. Service Summary Report. The Contractor will provide an accurate and detailed summary of the work performed to the COTR within five (5) calendar days after the work is completed. This report shall detail the work completed, any problems encountered and the resolutions, and the amount of time required to complete the task. 2. Work Delay Report. Should a task exceed three (3) business days, the contractor will provide a status report (via e-mail) each day, less frequently as desired by the COTR, until task completion. The report shall detail the work accomplished, problems encountered and recommended solutions, and a timeframe for completion. 3. Invoice. The Contractor will provide monthly invoices for all maintenance and monitoring services. 4. Task 6 - Keyscan Access Control Redundant Site Installation. The Contractor shall complete the installation of the Keyscan Access Control Redundant Site within thirty (30) days of contract award. PERIOD OF PERFORMANCE The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The anticipated dates of performance are as follows: Base Year January 1, 2006 thru December 31, 2006 Option Year 1 January 1, 2007 thru December 31, 2007 Option Year 2 January 1, 2008 thru December 31, 2008 Option Year 3 January 1, 2009 thru December 31, 2009 Option Year 4 January 1, 2010 thru December 31, 2010 QUALIFICATIONS The Contractor and any Subcontractors must be certified and authorized dealers for Keyscan and Pelco. The Contractor and any Subcontractors shall have a minimum of three years of professional experience in physical security systems including access control systems, closed circuit television systems, and burglar alarm systems. The Contractor shall have previous experience servicing organizations with facilities nationwide. The Contractor shall maintain a highly qualified and professional staff including the Project Manager, technicians, and Subcontractors (if needed). The technical staff shall be experienced, knowledgeable, competent, and proficient in Keyscan Access Control Systems and the Pelco camera equipment. The Contractor shall employ a qualified technician experienced in network infrastructure capable of teaming with NTSB IT personnel to troubleshoot any network connectivity issues that may result from interactions between the security hardware/software and the NTSB Network. SPECIAL CLAUSES ON-SITE CONTRACTOR QUALIFICATIONS a. Definitions. As used in this provision- (1) "On-site contractor employee" is any contractor or contractor employee whose primary duty station is at an NTSB facility. (2) "Sensitive Information" is any information, including proprietary data or information of private individuals and entities that the NTSB has custody of and/or access to by virtue of its investigations and other activities, that, if subject to unauthorized access, modification, loss, or misuse, could adversely affect the national interest, the conduct of Federal programs, or the privacy of individuals specified in The Privacy Act, 5 U.S.C. 552a, but has not been specifically authorized under criteria established by an Executive Order or an Act of Congress to be kept secret in the interest of national defense or foreign policy. b. Work under this contract may involve access to NTSB facilities or sensitive information. Any person providing work under contract to the NTSB at an NTSB facility shall be held to the same standards of employment and conduct as NTSB employees. To protect sensitive information, the contractor shall provide training to any contractor employees authorized to access sensitive information, and upon request of the Government, provide information as to an individual's suitability to have access to sensitive information. The contractor shall not disclose sensitive information, unless authorized by the contracting officer. c. The Contracting Officer may require dismissal from work those employees deemed incompetent, careless, insubordinate, unsuitable, or otherwise objectionable, or whose continued employment is deemed contrary to the public interest or inconsistent with the best interest of national security. d. The Contractor shall instruct all on-site contractor employees to provide photo identification to the Contracting Officer. In addition, on-site contractor employees may be subject to a background check that could include a Civil Records Search, Law Enforcement Checks (5 years - inquiry), National Agency Checks, and/or the FBI National Criminal History Fingerprint Check. e. The Contractor shall provide a statement stating that proposed on-site individuals: (1) Are citizens of the United States of America or an alien who has been lawfully admitted for permanent residence or employment (indicated by immigration status) as evidenced Bureau of Citizenship and Immigration Services documentation; (2) Have a legitimate social security number or current work visa. (3) Have no known outstanding warrants. (4) Have no known prior convictions of federal, state, or local crimes. f. Upon request from the contracting officer, contractors with employees maintaining certified levels of security shall provide documentation illustrating the security access level, the type of investigation conducted to achieve that security level, the date issued, whom the investigation was completed by, and security access expiration date. g. The Contractor shall immediately notify the contracting officer when an employee no longer requires access to NTSB facilities and/or computer systems due to transfer, completion of a project retirement or termination of employment. h. The Contractor shall immediately return all ID badges and access control cards to the contracting officer when an employee no longer requires access to the facility or when the contract expires. i. The Contractor shall include the substance of this clause in all subcontracts at any tier where the subcontractor may have access to Government facilities, sensitive information, or resources. The NTSB anticipates award of a Combination Firm Fixed Price and Indefinite Delivery Indefinite Quantity (IDIQ) type contract. BASIS FOR AWARD This is a BEST VALUE procurement. The NTSB will select the proposal that offers the best overall value to the government. Proposals will be evaluated according to technical merit and past performance. Technical merit is equal to past performance and when combined, are significantly more important than price. PROPOSAL GUIDELINES TECHNICAL - Technical proposals shall address all of the requirements listed in the Statement of Work and describe any proposed subcontracting. Failure to address all requirements may negatively impact the evaluation of the proposal. Each technical subfactor is equally weighted. Technical proposals shall be limited to ten (10) pages. 1) Company's Qualifications/Capabilities - Offerors shall describe their qualifications and capabilities with respect to the successful completion of all tasks and as it relates to the minimum qualifications as described in the Statement of Work. 2) Key Personnel (Resumes) - Offerors shall submit resumes for all the proposed Key Personnel, in particular the proposed Project Manager and technician with experience troubleshooting issues relating to network infrastructure. 3) Past Experience - In order to demonstrate the offerors' experience working on efforts similar to this requirement, the offeror must demonstrate previous experience servicing organizations with facilities nationwide. The offeror must describe the experience in terms of dollar value, number of facilities serviced and their locations, for whom the work was accomplished, when the work was accomplished, and any lessons learned from the experience. PAST PERFORMANCE - Provide past performance references for three (3) projects similar in size and scope to this requirement within the past three (3) years. Include names, phone numbers, contract numbers, and email addresses for contact persons for each past performance contract referenced. Include the dollar value of the contract and the number of facilities serviced. Past performance information will be evaluated for quality and timeliness of the services provided and overall customer satisfaction. COST PROPOSAL - Offerors shall submit a cost proposal by completing the attached pricing workbook (ATTACHMENT B). In addition, the Contractor shall provide a pricelist for any equipment, software, or supplies required to service the NTSB.
