Description
The Bureau of Prisons is seeking quotes from sources having the ability to provide community based outpatient substance abuse treatment services within the confines of Interstate Route 280, Bergen Avenue, Chancellor Avenue, McCarter Highway, the Passaic River, and within 3 blocks of a local public transportation stop to and from the Kintock Group Comprehensive Sanction Center for the drug abuse treatment services for male and female Federal offenders held under the authority of various United States Statutes. Performance period under this contract will be for a one year base period to begin on April 1, 2006 with four (4) one year option periods, with services ending (if all options years are renewed) on March 31, 2011. The services required for this contract include: Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year: Estimated Number of Inmates 96: (1) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minutes = 1 unit) 16 units per 96 inmates = 1,536 sessions; Group Counseling Sessions (30 minutes = 1 unit) 67 units per 96 inmates = 6,432 sessions; Mental Health Intake Assessments 1 report per 5 inmates = 5 reports; Medication Monitoring 2 unit per 5 inmates = 10 units; Option Year 1: Estimated Number of Inmates 101: (1) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minutes = 1 unit) 16 units per 101 inmates = 1,616 sessions; Group Counseling Sessions (30 minutes = 1 unit) 67 units per 101 inmates = 6,767 sessions; Mental Health Intake Assessments 1 report per 5 inmates = 5 reports; Medication Monitoring 2 unit per 5 inmates = 10 units; Option Year 2: Estimated Number of Inmates 106: (1) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minutes = 1 unit) 16 units per 106 inmates = 1,696 sessions; Group Counseling Sessions (30 minutes = 1 unit) 67 units per 106 inmates = 7,102 sessions; Mental Health Intake Assessments 1 report per 5 inmates = 5 reports; Medication Monitoring 1 unit per 6 inmates = 6 units; Option Year 3: Estimated Number of Inmates 111: (1) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minutes = 1 unit) 16 units per 111 inmates = 1,776 sessions; Group Counseling Sessions (30 minutes = 1 unit) 67 units per 111 inmates = 7,437 sessions; Mental Health Intake Assessments 1 report per 5 inmates = 5 reports; Medication Monitoring 1 unit per 7 inmates = 7 units; Option Year 4: Estimated Number of Inmates 116: (1) Intake Assessments (one per inmate); Individual Counseling Sessions (30 minutes = 1 unit) 16 units per 116 inmates = 1,856 sessions; Group Counseling Sessions (30 minutes = 1 unit) 67 units per 116 inmates = 7,772 sessions; Mental Health Intake Assessments 1 report per 5 inmates = 5 reports; Medication Monitoring 1 unit per 7 inmates = 7 units; The services described shall be in accordance with the Federal bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated January 2004, Northeast Region Revised February 2004. The request for quotation will be available on or after November 28, 2005 and will be distributed solely through the General Services Administration’s Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the quotation document will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about December 28, 2005. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All responsible sources may submit a quote which will be considered by this Agency.
