Description
The National Highway Traffic Safety Administration (NHTSA) intends to issue a competitive Request for Proposal (RFP) to procure services involving behavioral, technology, and human factors research on traffic safety. NHTSA plans and conducts a national behavioral research, test, demonstration, and technology development program to build a scientific information base supporting development and implementation of programs to prevent or reduce unsafe behaviors of road users and to promote safe driving behaviors. Additionally, NHTSA conducts research in the development of promising countermeasure programs to determine effectiveness, and evaluates selected State and local countermeasure programs and NHTSA demonstration programs aimed at reducing or eliminating unsafe actions and crash-generating situations. NHTSA has identified two (2) research categories: 1) Lot A ?Field Data Collection? and Lot B ?Human Factors or Technological Research.? Examples of the work to be performed under Lot A are: gathering information on local DWI saturation patrols, and examining the effectiveness of a safety belt program for teenagers. Many of the prospective research projects to be awarded under this contract would require obtaining State and Federal driver, motor vehicle, and crash and fatality data and properly analyzing the data to determine whether a program had statistically significant effect on reducing crashes and saving lives. Examples of the work to be performed under Lot B are: determining whether new technology can determine whether a driver is impaired by alcohol based on performance measurements; whether parents can correctly use child safety seat; and whether a speed monitoring device has any impact on actual driving speed. Alternatively, determining whether the drivers? response to new technology enhances or diminishes potential safety improvements may be a critical factor in determining whether new safety systems produce real world benefits. Potential Offerors would be able to propose on either, or both, lots. This is a full and open competitive procurement and it is contemplated that an Indefinite Quantity Contract (IQC), on a Time and Material basis, will be awarded. The period of performance of this contract is a three-year base period, plus two (2) renewable, one-year option periods, for a total potential contract period of five (5) years. The solicitation and any documents related to this procurement will be available over the Internet, referencing the above solicitation number. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the FedBizOpps page is www.fedbizOpps.gov or www.eps.gov. The anticipated issuance date is on or about December 6, 2005. However, it is the Offeror?s sole responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors also will be solely responsible for downloading their own copy of the solicitation and amendments (if any), and any other related documents.
