- Requested Input from All Interested Offerors: The Government is requesting input on teaming/subcontracting arrangements for the SMC Technical Support (STS) contracts. This acquisition will be based upon NAICS 541710 and the small business size standard is 1000 employees. Please provide preliminary information on planned teaming/subcontracting arrangements, including size of your company and teaming/subcontracting members. This information is for market research purposes only and does not serve as a commitment to the Government by any offeror of maintaining these arrangements at proposal submission. Requested Input from Large Business Interested Offerors Only: Following award, large business prime contractors are required to assign an NAICS code, using the 2002 North American Industry Classification System coding manual, to each subcontract based on the nature of the work being subcontracted. As previously published, the bulk of work against this contract will be under NAICS Code 541710. The STS contracts will cover the following areas: Systems Engineering, Specialty Engineering, Developmental Planning and Support Engineering. At proposal submission, large business will be required to submit subcontracting goals at a level they can reasonably expect to result from the Offeror expending good faith efforts to use small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business and women-owned small business subcontractors to the maximum practicable extent. What does large business realistically expect to be an achievable overall subcontracting percentage goal for the STS contracts? The Government expects to incorporate large businesses? subcontracting goals as part of the awarded contract, and large business will be held accountable for meeting those goals. Given the above information, does large business see any opportunities for subcontracting, or does large business anticipate that most work can be achieved with little or no subcontracting (in-house)? If large business believes there may be some limited subcontracting opportunities, please provide a realistic overall subcontracting goal. The Government is requesting input from industry on the above topics no later than 4:00 p.m. PST on 30 Nov 2005.
