Description
The Communications-Electronics Life Cycle Mangement Command Acquisition Center - Washington Sector on behalf of the Army Materiel Command (AMC) G-3 Enterprise Integration Directorate (EID) is seeking sources who possess the capability to provide tech nical support services to sustain, integrate and enhance multiple existing systems that together comprise a fully integrated knowledge environment to support logistics management. Required efforts shall provide comprehensive support to AMC and Army logist ics operations pending fielding of a modernized Enterprise Resource Planning solution to be known as the Single Army Logistics Enterprise (SALE). SALE is intended to build, sustain and generate a war-fighting capability through a fully integrated logistic s enterprise based upon collaborative planning, knowledge management and best business practices. Pending SALE implementation, transitional efforts will involve sustainment of multiple legacy logistics systems, maintenance of a Middleware system to facili tate interface between these systems; sustainment and enhancement of a suite of hardware and custom software incorporating new and emerging programs and systems to support initiatives such as Funds Control, Exchange Pricing, National Reconciliation/Synchro nization, Collaborative Planning, Forecasting and Replenishment and Customer Pay. Transition efforts require routing technical services to maintain the AMC EID Operations Center, a center that provides 24/7 support to critical logistics operations Army-wi de. Required capabilities include 1) capability and past success in management of complex information technology (IT) projects involving systems, integration, software development, systems administration, and troubleshooting; 2) demonstrated familiarity w ith regulations and protocols governing Army and DoD IT systems; 3) subject matter expertise in DoD management; 4) understanding of current DoD and Army policy initiatives driving implementation of SALE as a next generation logistics management enterpris e; 5) demonstrated understanding of the Army and AMC organizational stakeholders involved in the logistics management enterprise and ability to successfully manage relationships with and between those stakeholders; and 6) demonstrated capability to seamles sly transition support of a critical 24/7 military operations center without impact to mission performance. Firms possessing the capabilities to satisfy the above Technical Support Services requirements through both active General Services Administration Federal Supply Schedule 70 and LOGWORLD, and/or a Consolidated Schedule contracts; or firms possessing only one of the above schedule contracts but who have access to capabilities through teaming with an contract holder who possesses another schedule contr act; are invited to submit a Capabilities Statement. This statement should not exceed 10 pages. Only those Capabilities Statements that provide clear and concise discussion of each of the above requirements will be considered. Proprietary information su bmitted in response to this Sources Sought shall be marked accordingly and will be protected when clearly identified as proprietary. Response to this Sources Sought should be received no later than 5 December 2005 in order to be considered. Offerors are re sponsible for any costs associated with preparing responses.
