Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only a portion of the solicit ation. The full requirement is posted at the Vicksburg consolidated Contracting office (VCC)) Web Page at http://www.mvk.usace.army.mil/contract/ and must be reviewed before placing an offer. Solicitation Number W912EE-06-T-0013 is being issued as a Requ est for Quotation (RFQ) with the intent to award as simplified acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. This solicitation is 100% set aside for Small Business. The NAICS code for this solicitation is 488410 (SIC 7549) with average annual receipts not exceeding $6,000,000. the U.S. Army Corps of Engineers (USACE), Vicksburg, Mississippi has a requirement for Car and Vessel Hauling. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The clause 52.12-2, Evaluation-Commercial Items appli es to this acquisition. The following factors shall be used to evaluate offers: Factor1. Price. Factor 2. Proximity to collection facility. The offeror shall submit evidence of proximity to collection facility. This factor will receive a rating of SATI SFACTORY/UNSATISFACTORY. Failure to provide this information will cause the factor to be rated as unsatisfactory. Factor 3. Past Performance and Experience (PPE). The offeror shall submit past PPE information in accordance with 52.212-1 para(10&Past per formance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbered, points of contact with telephone numbers and other relevant information). Within PPE, the following sub factors below will be evaluated. Subfactor 1. Quality of service performed, Subfactor 2. Timeliness of the offerors service. Factors are listed in descending order of importance. Factor 1 is significantly more importan t than Factor 2. factor 2 is more important than Factor 3. The following commercial clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items, 52.212-3, Offeror Representations and Certifications-commercial Items, 52.21 2-4, Contract Terms and Conditions, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items.
