- NAICS Code: 813920 The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1, with Bevilacqua Knight, Inc (BKI) for the 2006 annual membership into the California Fuel Cell Partnership (CaFCP). This partnership is a collaboration of auto manufacturers, energy companies, fuel cell companies, the State of California, and other federal agencies. As a member of the CaFCP, the U.S. EPA will participate and share in the information and experiences generated during demonstrations of fuel cell powered vehicles. Bevilacqua Knight, Inc is the administrator of this partnership and will provide administrative support and periodic deliverables to include, but not limited to: 1) Steering Committee Meetings, Materials and minutes; 2) Working Group Communication Products, Materials and other Related Reports; and 3) CaFCP Energy Response Safety Plan; 4) Fuel Cell Vehicle Draft Roadmap Reports; 5) Communication Products, Materials and other Related Reports; and 6) Information Conveyance to the U.S. EPA's technical representatives. The NAICS is 813920 for this requirement. This membership will be accomplished under FAR Part 12, Acquisition of Commercial Items and FAR Part 13 Simplified Procedures. This Notice of Intent is not a request for competitive quotations. However, firms interested may identify their interest and provide a capability statement and supporting documentation in response to this notice of intent. A determination by the Government not to compete this acquisition based upon responses to this notice of intent is solely within the discretion of the Government. Documentation must be submitted to the office identified above, and must be received by December 1, 2005 in order to be considered by the U.S. EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
