DIRECT SUPERVISOR: Deputy Mission Director Basic Function of the Position Serves as a professional General Business Specialist and Regional Alliance Builder, performing responsible professional work associated with outreach to private corporations and other potential alliance partners, increasing the capacity of USAID staff and partners, identifying financial resources, and facilitating the technical aspects of alliance building. USAID/Caucasus is using the General Business Specialist (Regional Alliance Builder) to support the USAID Missions in Georgia and Azerbaijan as funds and time permit. The incumbent advises the Mission Director, Deputy Mission Director, and other senior USG management at post, on alliance building. The Regional Alliance Builder will work in nearly all technical areas, at the level described below, and specifically perform the following major duties and responsibilities: Major Duties and Responsibilities: 1. Alliance and Alliance Capacity Building Assists USAID Missions in Georgia and Azerbaijan (and others as funds and time permit) to develop and implement strategies for effective outreach to private corporations and other potential alliance partners, which includes: Supporting USAID alliance goals and objectives; identifying potential alliance partners and opportunities for partnership; developing relationships that may lead to future alliances; and, working with other Public-Private Alliance Builders, USAID?s GDA Secretariat in Washington and USAID Missions to construct global deals, which require multi-country networking. Increases the capacity of USAID staff and implementing partners to build and promote alliances, which includes: Assisting in the training of USAID staff and implementing partners on best practices for building and managing alliances; providing training on the growing significance of Corporate Social Responsibility (CSR) in alliance building; managing a GDA alliance-building team of USAID staff who will work together to share contacts, tips, approaches, and alliance activities in order to mitigate challenges faced by staff; and, create and manage tools that recognize excellent alliance-building efforts at the mission, region, and bureau levels. Identifies financial resources and investments, and researches how they may be leveraged to address USAID-specific goals and objectives: Develops a keen understanding of the primary entities that shape the market and becomes knowledgeable about where financial resources are situated; and, accesses International Financial Institutions (IFI?s) and local (Host country national) governments when appropriate. Facilitates the technical aspects of alliance building which includes: Developing and/or applying appropriate risk assessment instruments to ensure that risk is shared appropriately; conducts due diligence research on proposed partners; and, works with USAID contracting officers to develop a formal agreement process (i.e., develops or participates in the development of MOUs, Scopes of Works, Terms and Conditions, etc. as appropriate). 2. Regional Alliance-Building Resource Serves as the USAID/Caucasus expert and coordinator in providing intellectual leadership and focus to initiate dialogue; generate policy recommendations, interventions, and agency mechanisms; and, initiate research activities which will be economically feasible to support sustainable development alliances. Explores and evaluates intellectual, academic, and other resources which can be concentrated on identifying the concept of solutions to critical problems in the area of development alliances. The incumbent seeks the latest substantive thinking in the area, from sources within and outside the Mission, relating such findings and knowledge to the policies and programs of USAID/Caucasus. Responsible for supporting initiatives that will lead to alliances among Caucasus countries and their neighbors that will likely contribute to building of confidence or Track 2 diplomacy, e.g. between Armenia its two neighboring countries of Azerbaijan and Turkey. 3. Activity Reporting The incumbent provides regular reporting and information dissemination, through the preparation of status reports, reporting cables, and briefings for visitors and counterparts. Develops and maintains professional contacts with counterparts, and serves as a liaison with other alliance builders, other donors, international financial organizations, and active players in the field. The incumbent represents the Mission in conferences and meetings, explaining and interpreting US policies and positions to others. Performs other duties as assigned or required. Required Qualifications 1) Education and Work Experience and Knowledge: Master?s degree in relevant field, such as business or public administration. Five to eight years work experience in a relevant field, such as development economics or business. Experience with private business with significant time in developing countries is required. Demonstrated knowledge of corporate social responsibility is essential. Knowledge of development theory and practice of donor programs in developing countries is essential. 2) Language and Communication Skills Fluent English speaking, reading, and writing equivalent to the Foreign Service Institute 5+ proficiency level is required. Must possess strong negotiation, written and oral communication, and interpersonal skills 3) Special Skills Effective use of Microsoft Office processing and data management systems and applications, such as Microsoft Windows, Word, Excel, PowerPoint, Internet and e-mail applications. 4) Clearance Requirements The selected candidate must obtain medical and security clearances.
