- Part: U.S. GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES/EQUIPMENT CLASS CODE: 58 Communications, Detection, and Coherent Radiaiton Equipment OFFADD: DA, Directorate of Contracting, Fort Drum, New York 13602-5220 SUBJECT: 5820 Purchase of 6 each Wireless Message Terminals for use with military radios SOL: W911S2-06-T-0016 DUE: 9:00 a.m. Eastern standard time on November 28, 2005 POC: MAJ Cliff Calhoun at 315-772-5441 or john.calhoun@drum.army.mil DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W911S2-06-T-0016 is issued as a Request for Quote. The Standard Industrial Code is 5065, the North American Industry Classification System is 423690, and the business size sta ndard is 100 employees. This procurement is unrestricted. Furnish and deliver the following: 6 each commercial, off-the-shelf Wireless Message Terminal Software packages. The Wireless Message Terminal is a software package that runs on standard desktop and mobile PC platforms with the ability to send and receive messages and files over stressed media. It must work with current Military HF, VHF, and Multiband radios. The WMT includes an embedded HF/VHF/UHF protocol engine which provides error free data using a variety of on-the-air protocols including STANAG 5066, FED-STD-1052 and P52. For HF systems, it must interface with MIL-STD-188-110A/B modems and MIL-STD-188-141A and STANAG 4538 ALE controllers (both internal and external to the radio) to provide fully automatic HF data transmission up to 9600 bps. Higher da ta rates can be achieved in fixed frequency, fixed data rate mode. Software should offer the following features: - Provides fully automatic error-free e-mail and file transfer - Automatically sends data over different media including HF Radio, VHF/UHF, Telephone, Microwave, INMARSAT - Fully automatic operation of HF radio including ALE and modem bit rate - HUITSMail Imaging - Automatic message scheduling and priority-based queuing - Automatic relay with end-to-end receipt acknowledge - Optimization of message throughput and cost of sending including automatic compression, message and data consolidation programmable routing rules - Runs on standard PC hardware - Transaction logging - Uses Microsoft Outlook - POP3/SMTP compliant Supported Platforms: Windows 2000 Professional English, Windows XP Professional English. Package Contains: MS Outlook 2000 Mail Client, PCMCIA synchronous card, paper manual, EMI filters, and HUITSMail imaging software. Request FOB destination & delivery date. The following Federal Acquisition Regulations (FAR) and Defense Acquisition Regulations (DFAR) Clauses and Provisions are applicable to this acquisition: Clause 52.212-1, Instructions to Offerors - Commercial; 52.21 2-3, Offeror Representations and Certifications-Commercial Items (must be provided with your offer); 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions required to Implement Statues or Executive Orders; and DF AR Clause 252.212.7001 - Contract Terms and Conditions required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The following FAR Clauses, cited within the clause 52.212-5 (Sep 2005), are checked and are a pplicable to the acquisition: 52.203-6, 52.219-6, 52.219-14, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-3, 52.225-13, 52.225-15, and 52.232-33. In addition, the following DFAR clauses cited within clause 252.212-700 1 (Sep 2005) are applicable: 252.203-3, 252.225-7001, and 252.225-7036. 52.212-2 -- Evaluation -- Commercial Items. As prescribed in 12.301(c ), the Contracting Officer may insert a provision substantially as follows: Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) delivery date Technical capability and delivery date, when combined, are more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly u nbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the of fers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52.204-8 Annual Representations and Certifications. As prescribed in 4.1202, insert the following provision: Annual Representations and Certifications (Jan 2005) (a) (1) If the clause at 52.204-7, Central Contractor Registration, is included in this solicitation, paragraph (b) of this provision applies. (2) If the clause at 52.204-7 is not included in this solicitation, and the offeror is currently registered in CCR, and has completed the ORCA electronically, the offeror may choose to use paragraph (b) of this provision instead of completing the correspon ding individual representations and certification in the solicitation. The offeror shall indicate which option applies by checking one of the following boxes: [ ] (i) Paragraph (b) applies. [ ] (ii) Paragraph (b) does not apply and the offeror has completed the individual representations and certifications in the solicitation. (b) The offeror has completed the annual representations and certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov . After reviewing the ORCA database information, the offeror veri fies by submission of the offer that the representations and certifications currently posted electronically have been entered or updated within the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201.); except for the changes identified below [offeror to insert changes, identifying c hange by clause number, title, date]. These amended representation(s) and/or certification(s) are also incorporated in this offer and are current, accurate, and complete as of the date of this offer. FAR Clause Title Date Change Any changes provided by the offeror are applicable to this solicitation only, and do not result in an update to the representations and certifications posted on ORCA.
