Description
I. INTRODUCTION. A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Parts 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are be ing requested and a written solicitation will not be issued. B. The combined synopsis and Request for Quotation (RFQ) number is: AMSRDT-AR-0-4306 C. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06, effective 31 Oct 05. D. This acquisition is not set aside for small business. The NAICS code applicable to this acquisition is 335999, Other Miscellaneous Electrical Equipment and Component Manufacturing. E. Basis for award  Award shall be made to the responsible offer or having the lowest price II. GENERAL. The United States Army Tank and Automotive Research, Development and Engineering Center (TARDEC) in Warren, Michigan has a requirement for the following: 12Kw Test stand for Fuel Cell Power Generators. The Fuel Cell Test stand is required to test the capability of a fuel cell power generator (fuel cell power module-FCPM), or fuel cell system that operates on a hydrogen, or a hydrogen rich reformate gas stream along with air and or oxygen. The test stand is required to have the capability to demand and measure 10kW of net continuous DC power from a PEM fuel cell generator, fuel cell power module or fuel cell system. The equipment is essential component of TARDEC's fuel cell R&D effort that is supporting th e application of fuel cells powered by reformed JP-8 to power auxiliary power units (APU's). The Contractor shall furnish a fuel cell power generation test stand on-site at TARDECs laboratories, commission the test stand, and provide training on its set-up, operation and key safety features. The contractor will commit to return, at some future da te to assist in the set-up, operation and testing of the test stand with a fuel cell power generator. Installation and training is split into two phases: PHASE I: 2 days for installation and start-up, approximately 45-60 days after delivery depending on facility readiness. PHASE II: 3 days for actual testing of a reformate fuel cell power 10-12 kW generator approximately 3-6 months after delivery. The fuel cell test stand will be designed to meet the following requirements: REQUIREMENTS: Test Stand for 12 kW Fuel Cell Power Generator Electrical input Voltage 208VAC, 3 phase, 60 Hz Current 25 amps (max) per phase Over Current Protection 40A fuse per phase Electrical connections 12 kW Electric Load User Load Output 1000A, 400v 12VDC power supply for fuel cell module Constant current, voltage or power 24-28 VDC for field point. Master/slave, water cooled Monitored Signals a) Temperature (20 Thermocouples) b) Pressure (~ 18-24) Cathode stack in/out (12) Pressure & (6) differential Anode stack in/out pressure transducers Stack Coolant in/out Gas pressure/flow in/out to fuel 14 TBD cell c) Flow & Miscellaneous. d) Electrical (TBD) Cathode air flow, target stoich User load output (1-15kW) Anode flow (H2 & reformate) Load bank voltage & current Coolant flow and resistivity National Instrument field point modules or equivalent DC bus Data files -TBD Cell voltage & current 5 USP ports 2 serial ports Modes of Operation Computer System & Software Run, standby, system purge (N2/Helium) Standard computer Emergency stop/shutdown Hardware Flat panel, Pentium IV, CAN Communication or equivalent 256Mb RAM, 20GB Hard Drive, 2.4GHz Operation system Windows XP Professional Labview standard TARDEC requirement Thermal Management, 15kW Dionized water (DI) thermal management system with radiators(s), fans, pump etc. and system controls for system temperature and pr essure for a fuel cell power module capable of 8-10 kW net power and transients to 12 kW.
