Description
The US Army Corps of Engineers, Philadelphia District intends to initiate a negotiated, best-value Indefinite Delivery Contract (IDC) for Marine and Navigable Waterway Services at Civil Works Activities in the Philadelphia District. The period of pe rformance will be for one (1) year from the date of contract award plus four (4) one-year options in accordance with the terms and conditions of Request for Proposal (RFP) Number W912BU-06-R-0006. Services and investigations covered under this contract ma y be conducted on various types of sites including but not limited to, stream and river floodplains, disposal areas, beach areas, open water (ocean) borrow sources and wetlands within the Philadelphia District. Some of the labor categories that may be req uired are: Analytical Chemist, Archeologist, Biologist, Civil Engineer, Diver/Underwater Archaeologist, Ecologist, Environmental Scientist, Field Technician, Fisheries Specialist, Hazardous Waste Specialist, Historian, Hydrologist/Geologist, Industrial Hyg ienist, Oceanographer, and other technical and clerical labor categories included in the solicitation. The acquisition will be solicited using the procurement process prescribed in Part 15 of the Federal Acquisition Regulations. Award will be made to the o fferors proposal that represents the overall best value to the Government. Award may not be made at the lowest cost. Proposals will be reviewed for completeness in satisfying the requirements of the RFP. The proposals will be evaluated on their merit ag ainst the evaluation factors listed below, which are listed in descending order of importance: Technical: 1) Professional Qualifications and Expertise of the firm in the Environmental field, 2) Past Performance and Corporate Experience with similar work, 3) Management and Organization, 4) Extent of Small and Small Disadvantage Business Participation, 5) Price Reasonableness.. The technical factors as a whole are more important that price. However, price remains a significant factor in determining the bes t value. The government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal should contain the offerors best terms. Contractors must register on the Internet and download the solicitation package and all amendments from the following address: https://ebs.nap.usace.army.mil on or after the issue date of the solicitation. If any information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notice of the solicitation or any amendments. Hard copies will not be available. Offerors are responsible for printing paper copies of the solicitation and any amend ments. Solicitation Number W912BU-06-R-0006 will be issued on or about 19 December 2005 with proposals due date on or about 1 February 2006. No written or fax requests will be accepted. All contractors are required to be registered in the DOD Central Cont ract Register (CCR) before award as required by DFARS 204.7300.
