Description

In response to a January 13, 2003, settlement agreement with the American Forest Resources Council (AFRC) and others, the U.S. Fish and Wildlife Service (Service) completed a 5-year review of the northern spotted owl on November 15, 2004, with a recommendation that the owl remain listed as threatened. The January 2003 settlement agreement also established a time frame for the Service to reconsider critical habitat for the northern spotted owl with a proposed critical habitat rule due December 15, 2005, and a final critical habitat rule due by December 15, 2006. In July 2005, through a third amendment to the January 2003 settlement agreement, all parties agreed to extend the deadlines for proposed and final critical habitat rules to December 15, 2006, and December 15, 2007, respectively. This extension was granted to allow the Service time to develop a recovery plan for the northern spotted owl that will also provide the context for critical habitat. The availability of a recent and thorough scientific review of the northern spotted owl, completed as part of the 5-year review process, will allow completion of the draft and final recovery plans for this species in the time allotted. The Service is seeking a Contractor to provide management, scientific, and technical consulting services to lead the Service?s recovery planning process for the northern spotted owl. The Solicitation package will be issued on or about December 2, 2005. This date is an estimate. Proposals will be due 30 days after actual issue date.
